Reconstruction Of Rural Community Governance Community Under The Background Of Rural Revitalization

The 19th National Congress of the Communist Party of China proposed to implement the strategy of rural revitalization,taking effective governance as one of the requirements of rural revitalization.So far,the academic community has focused more on the study of rural governance.This research takes this as the focus,takes the actor network theory as the research perspective,starts from the case study,explores the dilemma of the rural community governance community and its causes under the background of rural revitalization,and puts forward a feasible path to reconstruct the rural community governance community in combination with China’s governance reality.Since the reform and opening up,W Village has formed an autonomous administrative community by the government and the village committees;After the18 th National Congress,under the guidance of the government,the villagers’ autonomy committee,the party branch committee and the villagers form an autonomous community of interests around the governance of rural poverty;Since the implementation of the rural revitalization strategy,the governance subject of W Village has gradually diversified,forming the embryonic form of the governance community.In the context of rural revitalization,in addition to the traditional governance subjects,the governance community has also added new governance subjects such as social work stations,social organizations,rural self-organization,grid members,rural revitalization working groups,and co construction units.It has initially formed a rural community governance community where human and non-human actors are combined,national and social actors coexist,and embedded and endogenous actors coexist.The study found that although the current rural community governance community has made many achievements,it still faces multiple difficulties.First of all,national power limits the initiative of social forces;Secondly,endogenous actors have low acceptance of external actors;Moreover,the governance resources are insufficient and lack of effective utilization;Finally,as a whole,the governance community of W Village is loosely connected and has prominent contradictions.The reason is that there are some deviations in the process of translation,which are embodied in the following aspects: first,in the problem presentation process,the core actors have not effectively identified the demands of other actors,and the obligatory passage point(OPP)set cannot be transformed into a common vision;Second,in the interest giving process,there are interest games and responsibility shifting among actors;Third,in the enrollment process,the core actors have not fully enrolled and integrated non-human actors;Fourth,in the mobilization process,the core actors have not built a sustainable and effective mobilization mechanism.Based on this,this study believes that a strong leadership of Party building should be run through the whole process of actor translation.That is to say,we should lead by objectives to gather consensus on governance and define the obligatory passage point(OPP);Benefit coordination guarantees the sharing of achievements and stimulates the enthusiasm of actors to participate in rural governance;Enrolling multiple actors through organizational integration to jointly build;Action led mobilization of multiple actors for coordinated governance.In a word,this study hopes to get out of the dilemma of governance community through the translation of party building,so as to achieve effective rural governance and overall rural revitalization.
