| The national overall planning of basic endowment insurance is an important measure to ease the balance of pension payments between regions in China.China will pilot the central adjustment system of pension funds in 2018,and the Ministry of Human Resources and Social Security will announce the implementation of national overall planning of endowment insurance in 2022.According to the Social Insurance Law,if an individual is employed across the overall planning area,the basic endowment insurance relationship will be transferred and the payment period will be calculated cumulatively.At present,when the transfer and continuation procedures of the basic endowment insurance for employees are handled,only the part paid by individuals is transferred,and the part paid by units is not transferred along with it completely,but partially left in the overall account of the original city of work.In addition to the inter-provincial adjustment from the perspective of funds,the national overall planning of basic endowment insurance also includes the procedures,processes and a series of policy docking for the transfer and continuation of endowment insurance relations.Chinese scholars have made a lot of research results on the national overall planning of endowment insurance.Different scholars have different research perspectives,with more research from the macro perspective and less research from the micro perspective.Based on the realization of the national overall planning of basic endowment insurance as the background,this paper focuses on the practical problems in the transfer and continuation of basic endowment insurance in different places,and tries to study the countermeasures and suggestions to improve the practical difficulties and promote the smooth realization of the national overall planning of basic endowment insurance from the micro perspective of policy implementation.This paper chooses state-owned D company as the research object.Because the state-owned enterprise has branches in 31 provinces across the country,and its employees are frequently stationed in different places,it can be used as a complete observation object for the implementation of the national endowment insurance overall planning policy,and carry out a detailed micro-investigation of the funds,procedures,processes and related aspects in the transfer of endowment insurance in different places.This paper conducted a questionnaire survey on the employees stationed in different places of state-owned D company,collected more than 6000 questionnaires,designed an in-depth interview plan,conducted interviews with the HR specialists of the branch company and the specialists of the third-party human resources company who paid social insurance for employees,and implemented 30 interviews.This study found that there are great differences in the micro-level of employees’ insurance participation in different regions.The main problem is that the difference in the payment base will lead to the impairment of the accumulated rights and interests of employees’ basic endowment insurance accounts;Differences in administrative processes such as insurance materials will cause employees to be hindered and delayed in participating in insurance.The survey also found that the penetration rate and registration rate of the national social insurance public service platform and the "handheld 12333" APP are not high.Although some regions are provincial overall planning,they can not achieve all-in-one access in the province,and must go through the transfer and continuation procedures;In some regions,the transfer and renewal procedures of endowment insurance cannot be handled online.You must print the endowment insurance payment voucher at the original work place and submit it to the social security agency at the current work place.With regard to the problem of using the 12333 telephone of the People’s Social Security Bureau to consult the endowment insurance,the satisfaction is not high.With regard to retirement,employees generally have no plans,and the relevance of choosing employment based on endowment insurance benefits is not high.Through literature review,it is analyzed that the main reasons for the disunity of insurance policies are historical reasons,economic reasons and technical reasons.Through the collection of application service platforms,it is found that although the whole country has basically achieved provincial overall planning,each city has its own social and human resources APP,and the evaluation of all kinds of APP is basically not high.The micro survey results show that although China is implementing the national overall planning of basic endowment insurance,there are still many problems to be solved at the landing level,and many problems hinder the transfer and continuation of basic endowment insurance.Based on the microscopic research conclusion of this paper,the countermeasures and suggestions are as follows: concentrate social forces to accelerate the promotion of the popularity and registration rate of the national social insurance public service platform and the "handheld 12333" APP;Concentrate national efforts and increase investment in the system maintenance and update of the national social insurance public service platform and the "handheld 12333" APP;Archive the historical information of local social insurance platforms and import it into the national social insurance public service platform at the same time,so as to realize all-in-one access to all insurance information;Simplify and unify the insurance procedures,simplify and unify the transfer and continuation procedures of the endowment insurance,implement online one-click participation of endowment insurance,and realize the all-in-one coverage of the national endowment insurance as soon as possible,and integrate the concept of equalization of public services into the management of the basic endowment insurance nationwide. |
