Integration Of Zhangjiagang Urban And Rural Pension Equalization Of Basic Public Services Perspective

In recent years, "the State Department guidance on carrying out the new rural social pension insurance pilot", "State Department guidance on carrying out social endowment insurance pilot urban residents," "State Council on the establishment of a unified urban and rural residents in the basic old-age insurance system view" and other documents were introduced. Our country explored the establishment of a unified national urban and rural residents in the basic old-age insurance system in the country, which provided an institutional basis and guarantee for urban and rural pension insurance services more equal.But the combination of "New agricultural insurance" and "City habitat guarantee" is the preliminary of insurance system, the combination of rural endowment insurance system for urban workers and the pension system is the real start to break the urban and rural fragmentation pattern of the pension system. Zhangjiagang is a typical city which achieved the combination. It made 186,000 farmers into the security system of the city in three years. It was the first city which achieved the merger of urban and rural basic pension insurance system. As a typical case, it is important to sum up the experience and problems of Zhangjiagang. The implementation of the equalization of basic public services in the country needs a series of measures, such as system exploration, management innovation, financial support, etc. Only in this way,we can achieve the equalization of public services system.
