With the further acceleration of economic globalization,science and technology have become the primary productive forces,and talents,as an important carrier of innovation,have become an important factor of social production.According to the report of the Party’s 20 th National Congress,our country will make efforts to implement the strategy on developing a quality workforce in the new era and to accelerate the work to build China into a major world center of professional talent and innovation through implement a more active,open and effective human resources policy.In recent years,with the development of urbanization,the aging process of China is intensifying,and the "demographic dividend" is gradually disappearing.Releasing the "talent dividend" which is more effective than the "demographic dividend" has become a new proposition to promote the sustainable development of cities and even the country.Talent introduction policy has become an important means for local governments to attract talents and improve regional human capital output when exploring household registration reform.As a leading city in the Yangtze River Delta,talents are playing an increasingly prominent role in promoting Shanghai’s economic development,and will play a crucial role in the process of building Shanghai into a city with international influence.In the process of talent attraction,Shanghai household registration inevitably becomes the focus,especially the strong "home" sentiment of Chinese people since ancient times.In this case,"Shanghai household registration" has become an effective booster for talent attraction,and encourages the government to take "Shanghai household registration" as the "bait" when making talent policies,attracting outstanding talents from all over the country and even the world to come to Shanghai.The household registration policy of talent introduction in Shanghai has been implemented for more than ten years.Since 2010,it has been updated four times.It is not difficult to find that the household registration policy of talent introduction in Shanghai is constantly optimized and upgraded along with the development strategy of "talent first" in Shanghai.In this paper,based on the adjustment of key institutions’ shortage and urgent need for talents to settle in the new policy for talent introduction in Shanghai in 2020,this paper takes District C of Shanghai as an example to investigate and analyze the actual effect of the change,and research the effect of the implementation of the new policy on attracting talents in key institutions.Combined with the research results of related enterprises and Talent Service and Administration Bureau of District C,to seek a new system reform path for the talent introduction.In this paper,literature research method,interview method,questionnaire method and other research methods are adopted comprehensively,combined with the push-andpull theory,human capital theory and hierarchy of needs theory,to find the effect of the implementation of the policy on attracting talents of key institutions and the problems found in the implementation.In general,all kinds surveys have proved that the new policy for talent introduction has played a positive role in promoting the overall talent introduction in District C,especially in the talent introduction in key institutions.The new policy has significantly enhanced the talent team become more professional and younger.However,problems also have been found in the survey process.For example,there is a hidden threshold in the application process,talent introduction shows a trend of cephalization,etc.,which is mainly caused by a series of factors such as the lack of certain innovation in the policy,government agencies ignore the publicity of small and medium-sized key institutions in the process of policy implementation,etc.In the follow-up suggestions on the improvement of talent introduction policy,this paper further discusses the improvement of the policy from the government,Talent Service and Administration Bureau and enterprises,The government should further improve the settlement mechanism of talent introduction,realize the diversification of talent definition,and strengthen the support for talent introduction of key institutions.Talent Service and Administration Bureau should continue to declare regional talent introduction innovation opportunities,optimize the service and guidance for enterprises;Enterprises should further improve the level of talent service,give positive feedback to government.With the improvement of all links to achieve the continuous optimization and promotion of policy of talent introduction,help Shanghai attract and retain talents,and also for other cities in China to attract talents by taking household registration policy as an olive branch,accelerate the accumulation of talents.
