With the rapid development of China’s economy and the continuous improvement of medical conditions,the people’s living standards have been qualitatively changed,and the life expectancy of China’s population has steadily increased.According to the latest data of the seventh national census,China’s elderly population aged 60 and above accounts for nearly 20% of the total,indicating a serious aging problem.Shanghai was the first city in China to enter an aging society more than 40 years ago.According to the "Statistical Information on the Monitoring of Shanghai’s Elderly Population and Aging Business in 2022",by the end of 2022,Shanghai’s elderly population aged 60 and above accounts for nearly 40%.The Shanghai government has also launched various pilot and promotional programs for elderly care services.It is estimated that the Long-term care insurance in Shanghai has benefited about 500,000 elderly people by 2021,but the supply capacity of long-term care insurance family care services is still insufficient,and problems such as single service content are prominent.In order to ensure the sustainability of the long-term care insurance system and the long-term stability of the long-term care insurance family nursing service supply capacity,it is necessary to ensure the professional development of home care workers under the long-term care insurance and the orderly iteration of the professional team to achieve a balance between supply and demand for elderly care services.It is also necessary to comprehensively unify society’s perception of the professional role of home care workers under the long-term care insurance,enhance the attractiveness of the profession,standardize,professionalize,and institutionalize home elderly care services,and strengthen the professionalization of home care workers under the long-term care insurance.This article analyzes and studies long-term care insurance,elderly care services,and professionalization-related literature.Based on the theory of person-job matching and social cognitive career theory,this paper boldly designs the "social cognitive career theory model that integrates person-job matching factors" and designs evaluation indicators for the professionalization level of long-term care insurance family caregivers based on the environmental influences in the model.The author invited 15 experts,scholars,outstanding long-term care insurance family caregivers to conduct interviews,and conducted four rounds of Delphi method surveys to "The selection and classification questionnaires of the professionalization level of Shanghai’s long-term care insurance family nursing assistant".At last,an evaluation index system with 4 dimensions and 19 sub items was determined including government policies,social(life)environment,care stations,company management,and caregiver team construction.Based on these indicators,the AHP model was established,the evaluation system was constructed,and the questionnaire was designed.In order to effectively reflect the subjective cognitive situation of Shanghai’s long-term care insurance family caregivers on the professionalization of long-term care insurance family nursing assistant in Shanghai and to give a more objective and reasonable evaluation of the professionalization level.The author sent out questionnaires to 300 long-term care insurance family caregivers in Shanghai,including the "Shanghai’s Long-term Care Insurance Family Nursing Assistant Professionalization Level Evaluation Indicators Weight Determination Questionnaire" and the "Shanghai’s Long-term Care Insurance Family Nursing Assistant Professionalization Level Evaluation Survey Questionnaire".The author received 253 effective weight determination questionnaires and 251 effective evaluation survey questionnaires from long-term care insurance family caregivers.Based on the questionnaire data,the AHP model was used to obtain the dimensions,weights,and basic scores of the evaluation indicators for the professionalization level of long-term care insurance family nursing assistant in Shanghai from the perspective of Shanghai’s long-term care insurance family caregivers.The comprehensive score of each indicator was calculated,it was found that the overall level of professionalism of Shanghai’s long-term care insurance family nursing assistant is low from the perspective of Shanghai’s long-term care insurance family caregivers.Finally,based on the analysis of the interview questionnaire content and the questionnaire survey data of caregivers,this study classified and summarized from the perspective of family caregivers,and found that the current level of professionalization of Shanghai’s long-term care insurance family nursing assistant is low.There are problems such as small government policy promotion scope and few professional activities organized;insufficient recognition and awareness of home care workers by the public and neighbors;training content provided by nursing stations and companies cannot meet the actual work needs and the educational and age structure of the nursing staff is still unreasonable,etc.The possible reasons for these problems were analyzed to be the unclear management responsibilities of multiple departments;changes in employment form and job nature;insufficient management training funds;and lack of external labor force supplementation.Suggestions were then proposed recommendations for related issues and causes,including establishing government branding,expanding government promotion,promoting professional activities,refining job classification,adapting to changes in form,unifying social recognition,creating communication platforms,emphasizing daily practice,strengthening professional guidance,promoting filial piety culture,embodying humanistic feelings,and introducing external talents,etc.The study aims to enrich the research results in the professionalization of long-term care insurance family nursing assistant,broaden the research scope of elderly caregivers,and provide practical and effective reference suggestions to increase the attractiveness and professionalization level of long-term care insurance family nursing assistant,and play a positive role in promoting the sustainable development of long-term care insurance in Shanghai,in order to effectively respond to the "super-aging" society.
