| Promoting the reform of the corporate governance structure of public libraries is an important step in promoting the transformation of government functions and building a service-oriented government.This reform has not only attracted widespread attention and attention from the society,but has also been supported by a series of laws,regulations and policies.However,in the process of implementing the policy on corporate governance structure of public libraries,there have been deviations in policy implementation due to factors such as policy quality,implementation subjects,target groups,institutions and the environment,resulting in the construction of corporate governance structure of public libraries only being "superficial" and lacking substantive progress.In view of this,it is of great significance to study the deviations in the implementation of policies on the corporate governance structure of public libraries and propose ways to correct them,in order to improve the level of public service and improve the public service system.Firstly,this paper compares the current situation of the formulation and implementation of policies on corporate governance structure of public libraries,understands the operation of corporate governance structure and the construction of councils in 364 public libraries at municipal level and above across China,and selects three representative municipal libraries in Sichuan Province as research subjects to summarise the effectiveness of their reform and policy implementation deviations.Then,the Smith model is combined with the ISM model.From the four aspects(policy+the agency+the target group+implementation environment)of the Smith model,12 factors affecting the implementation of the corporate governance structure of public libraries were initially identified,and a "flat network relationship diagram" was obtained.Furthermore,using the ISM structural model,the 12 factors are classified into surface,pivotal,intermediate and deep factors based on experts’ experience,and a "three-dimensional network relationship" is generated by drawing a multi-level hierarchical directed graph.On this basis,a questionnaire survey and in-depth interviews were conducted with public library directors to identify the causes of deviations in the implementation of policies on corporate governance structures in public libraries.The study found that four major problems(which can be subdivided into 12 sub-problems)emerged in the implementation of public library corporate governance structure policies,such as imperfect policy system,implementation agencies need to be optimised,insufficient participation of target groups,and lack of external guarantee system.Finally,this paper proposes 12 measures,including refining the policy content and initiatives,improving the coordination of supporting systems,increasing the operability of the policy,improving the attitude of the implementation body,improving the organisational structure,enhancing the implementation power of the implementation body,improving the quality and capacity of the target groups,increasing the degree of recognition of the target groups,establishing the implementation supervision mechanism,optimising the internal operation mechanism,increasing policy publicity,improving external protection system.It is hoped that these measures will provide reference for other regions to comprehensively promote the construction of corporate governance structure of public libraries. |
