Research On The Construction Of The New Citizen Community Governance Pattern

The Third Plenary Session of the 19 th CPC Central Committee proposed to build a new pattern of grassroots social governance.The construction of the governance structure should adhere to the concept of joint construction,governance,and sharing,and rationally play the role of party committee leadership,government responsibility,social coordination,democratic consultation,legal protection,and technological support.The ultimate goal is to achieve a positive interaction between government governance,social regulation,and residents’ autonomy under the leadership of the Party.Through case study,questionnaire survey,and interview methods,the L community in X City,Guizhou Province was selected for theoretical and field research.This study found that the construction of L community governance pattern has achieved five aspects of effectiveness:first,the party building has led effectively,and the ruling foundation is solid;The second is the grid of government governance and the safety and stability of communities;Third,social adjustment has been strengthened,and the results of poverty alleviation have been consolidated;Fourth,the development of residents’ autonomy and the unity and progress of national undertakings;Fifth,the promotion of law popularization has been effective,and the construction of smart communities has been improved.However,there are also four problems:first,the party building mechanism is not perfect,and the form of activities is solidified;Second,the governance authority is unclear,and democratic consultation lacks innovation;The third is that the group organization is immature and the public participation channels are limited;Fourth,the integration of rule of virtue and the rule of law is poor,and the application of technology belittles service.There are three constraints:first,the realistic foundation and the background of the era behind the relocation of communities for poverty alleviation;The second is the transformation of the legal relationship between community subjects and the formation of the core position of interests;The third is the desire of new citizens for a better life and the social relationship in which they govern.Based on the experience of L community,five promotion paths are proposed: first,adhere to the comprehensive leadership of the party and improve the construction of the party organization;Second,promote comprehensive deepening of reform and achieve modernization of government governance;Third,cultivate multiple social governance entities and strengthen social regulation functions;Fourth,strengthen the sense of Chinese national community and improve the level of residents’ autonomy;Fifth,promote the integration of governance methods and provide legal protection and technological support.
