Reserrch On The Difficulties And Countermersures Of Promoting The Construction Of Smart Community In Ebian Yi Autonomous County

As a new conception,smart community is the new form of community development as well as the innovation of city management.It is also the expand and extend of traditional community management and research.It is good for the development of basic level society administering.As the new information technology integrated system,Safe and smart community can make it possible to achieve property management,video surveillance,smart access,vehicle and facial recognition and so on.It has a big influence on the improvement of technology protection.Creating the smart community is a probe on social governance innovation.The safety project is the reflection of characteristics of the new era.The smart date which is also a livelihood project also matches the yearn for the ever-growing good life of the people.This paper is mainly through a large study of the literature,To analyze the current situation and problems of smart community and community governance in Ebian Yi Autonomous County,Using the methods of literature research,case analysis,comparative analysis,field research and interview to sort out the experience of smart community construction and the mistakes or lessons in the construction process of Ebian Yi Autonomous County,At the same time,we should learn from the construction experience of smart and safe communities in other ethnic minority areas,The difficulties existing in the construction of smart and safe community in Ebian Yi Autonomous County are summarized: the government guarantee mechanism of the construction planning is not complete;Second,the role of social mobilization is not obvious,Social organizations are weak,Participation of market entities is not high;Third,the lack of talents for intelligent and safe community construction and maintenance;Fourth,the talent team construction fund is insufficient.In view of the existing difficulties,the author studied the experience of construction in other minority areas,and puts forward the special countermeasures of strengthening the overall planning and guarantee ability,innovating the new method of talents and strengthening the construction of talent team;fourth,the new way of fund raising.The author gives targeted suggestions and countermeasures in the paper,which will provide reference for the government departments of Ebian Yi Autonomous County to formulate relevant policies and implement the construction of smart safe community,and provide new ideas for the construction plan of smart safe community and community governance modernization in other ethnic minority areas in China.
