Study On The Optimization Path Of Government Functions In Shenzhen Striving To Become A National Civilized Model City Under The Perspective Of Good Governance

In recent years,with the changes of the world economic pattern and the in-depth development of China’s reform and opening up,China has put forward higher requirements for the creation of national civilized city,that is,the construction of national civilized model city,and the creation of civilized city,especially the creation of goals,specific tasks,implementation measures and many other links are inseparable from the organization and promotion of the government.Through systematic combing literature and combined with the current situation,from the perspective of good governance,explore our country civilized city created by "work" towards "good governance" in the functions of the government optimization path,and promote the national civilized model city,to accelerate the development of Chinese urban civilization into the globalization,the construction of urban civilization with Chinese characteristics,has great practical value.To this end,the article with public power center diversification of good governance theory as the analysis framework,select the core elements of good governance of responsibility,legitimacy,participation,effective,the integrated use of literature research and field research,summarized as the national first demonstration area of reform and opening up in Shenzhen,in the early stage of the civilized city of government experience,scientific definition of the national civilized model city to create the functions of the government,and combined with the current development demand,from the vision of good governance in Shenzhen creating the national civilized model city in government function depth analysis.The research results show that compared with the basic elements of the good governance theory,there are still four problems in the unbalanced planning and supply,the inadequate implementation of government function indicators,the weak coordination ability and coordination ability,and the low implementation efficiency.Based on this,the author puts forward that the functions of governments at all levels in Shenzhen should be optimized in four aspects: clarifying their own function positioning,implementing evaluation according to law and regulations,deepening the concept of service administration,and improving the efficiency of administrative management.
