Since 90s in the 20th century, no matter in developed countries or in developing countries, governance movement is continuously strong, and increasingly becomes an attractive phenomenon of the political and administrative development in the international community. However, because all countries experienced government failures and market failures caused by treatment failure, good governance theory has been turned to in succession in local governance and is taken as a governance objective. In Western academic circles, especially in fields of economics, politics and management, good governance theories are very popular and have become a hot topic.Since the beginning of the 21st century, the market economic system of China's socialism has been gradually established, and entered a stage of comprehensively building a well-off society. However, we have encountered an unprecedented social change. This change has brought great vitality to China's development and progress, but also brought such kind of contradictions and problems. Facing the new situations and problems of China encountered in the reform process, in order to continue to promote further development of the reform, Central Committee of Communist Party of China put forward the great goal of building a harmonious society. This historical task has brought severe challenges and tests to the traditional system of government administration and functions of the government. Only further transforming government functions can build a public service-oriented government, and can solve all kinds of new problems and challenges.In the process of achieving social good governance, the Government must put the needs of citizens first. Consequently, it will need to rely more on social forces and need more main bodies of governance to together participate in processes of public goods provision and social management. It emphasizes interaction and collaboration between the Government and the citizens; with the ideology of good governance, the unified, mandatory, and command-based management manner of the traditional government to manage the society does not meet the demands of the development of modern society any longer. And it is replaced by a multi-agent, diversified and open management mechanism. This will require the Government to make more use of flexible management approaches such as equal dialogue and consultation for social management.In this paper, concepts involved are first defined and interpreted theoretically on the basis of the research background and significance as well as of a brief introduction of the present domestic and international research status. And then the experience of government functions transformation in the West Good Governance Perspective and the current status of Chinese government functions transformation in the Good Governance Perspective are described detailedly. Finally, path choices for achieving good governance in the government functions transformation are recommended.
