| The report of the 20 th National Congress of the Communist Party of China clearly pointed out that “we will ensure that the people are satisfied with education" and"strengthen the universally beneficial development of preschool education and special education".Running pre-school education well and achieving childcare is a major livelihood project.It is related to the healthy growth of hundreds of millions of children,social harmony and stability,and the future of the national undertaking.In the past decade,China’s preschool education has entered a period of rapid development,and the government has successively promulgated policies and guidelines to promote the development of preschool education.All parts of the country have actively implemented the Several Opinions of the State Council on the Current Development of Preschool Education,the National Medium and Long-term Education Reform and Development Plan(2010-2020).In this context,Longquanyi District of Chengdu takes efforts to run the fair and quality education as guidance,attaches importance to top-level planning,vigorously develops universally beneficial resources,and strives to build a public service system of pre-school education with wide coverage,basic guarantee and quality.This thesis studies the current situation of preschool education service supply in Longquanyi District,Chengdu City from the perspectives of supply subject,supply content,security mechanism,policies and regulations,and supply effect.Through reading relevant literature,this thesis introduces relevant concepts of preschool education and preschool education service supply and analyzes the universal benefit and public welfare nature of preschool education from the perspective of new public service theory and education equity theory.Through questionnaire surveys,interview surveys,and research and analysis of government policies and educational statistics,the current situation of preschool education service supply in Longquanyi District,Chengdu City was statistically analyzed.It was found that there were problems such as unscientific planning and layout,uneven development,insufficient high-quality resources,uneven levels of teachers,and lack of government supervision.Then,it analyzes the causes of the problems from the perspectives of policy guarantees,education funding guarantees,supply and demand relationships,and regulatory mechanisms.It proposes that scientific arrangement of educational resources should base on the "demand" and mobilizing multiple entities to run schools.It actively advocates running schools by the non-governmental sectors,centralized school-running with the strong driving the weak;improving the mechanism for ensuring funding for preschool education,strengthening the team building of front-line personnel in preschool education,improve policies,regulations and institutional safeguards,and other optimization measures to promote the sustainable development of preschool education service supply in Longquanyi District,Chengdu. |
