Preschool education plays a pivotal role in basic education,which is the cornerstone of basic education and also the weakest link in the current education system.In China’s national education system,nine-year compulsory education has been widely promoted,higher education has also stepped into the popular stage,but preschool education is still weak.Although since 2010,the country has paid great attention to the development of preschool education,and has made some achievements,but the popularization of preschool education construction is still faced with a series of problems and challenges,our kindergarten resources,especially the lack of universal kindergarten resources,preschool 3 years of the total enrollment rate is poor.Especially with the short-term and periodic skyrocketing enrollment of the "universal two-child" enrollment,the "weak foundation,large debts" and the lack of high-quality education resources are becoming increasingly prominent.Therefore,it has become urgent to promote the inclusive development of preschool education and solve the problems such as "difficult" and "expensive" enrollment of the people.In accordance with the requirements of Several Opinions on Deepening the Reform and Standardized Development of Preschool Education and the Measures for the Supervision and Evaluation of Universal Preschool Education at County Level,Qingbaijiang District vigorously promoted the construction of "Universal Preschool Education and Universal Preschool Education County" in accordance with the relevant requirements of the Central Government in 2018,and took the lead in the province to obtain the "first batch of national" provincial supervision and evaluation results.This paper takes Qingbaijiang District of Chengdu as the research object,using literature research,case analysis and other methods,to Qingbaijiang District in the promotion of preschool education universal measures and process for systematic research and analysis.On this basis,combined with Maslow’s hierarchy of needs theory,new public service theory and other relevant theories,this paper analyzes the strategies and measures taken by Qingbaijiang District in creating preschool education Puhui County,and forms a sound preschool education management system,school-running system and policy guarantee system.By studying the successful cases of the development of preschool education in Qingbaijiang District,it can provide useful reference for other regions to carry out preschool education work,and improve the level of preschool education in China The development of preschool education in our country has important theoretical and practical significance.
