Since the 1970 s and 1980 s,the New Public Management movement has triggered a wave of government system reforms around the world,and public service outsourcing has been widely used as a new mode of supply in areas such as elderly care,healthcare,public transportation,information technology and environmental health.The concept is to use market-based or socialized approaches to change the traditional single government service delivery approach to a multifaceted approach implemented by private enterprises and non-profit organizations,in order to meet diversified and multi-level public needs,improve the efficiency of public service production and supply,and reduce fiscal pressure.After more than 30 years of practical development in China,this process of supply reform has gradually revealed some problems: due to the market gene of outsourcing itself has the quality of efficiency and private profit first and public services pursued by the public value of the means and ends of the conflict is difficult to bridge,some areas even face the project "publicness loss" problem-the waste of public resources,public services of poor quality and inefficiency,corruption breeding and even cause a new crisis of confidence.After the argumentative analysis,it was found that some officials at the core of the subject’s relationship network showed public service motivation alienation endogenously driving outsourcing behavioral deviations,and behavioral deviations were closely associated with publicness loss.Thesis takes public value theory,principal-agent theory,and public service motivation theory as theoretical references,forms contingent value judgments based on the analysis of relevant information,and determines the framework of realistic analysis.The study on the alienation of officials’ behavioral motives for publicness loss in public service outsourcing is divided into four major parts: Firstly,based on literature and theoretical studies,the development history of outsourcing,the policy vein system,typical project materials,and website information records,diagnoses that there is a publicness loss problem in public service outsourcing,which is mainly manifested in four forms: weakened value public good,weakened procedural justice,weakened information disclosure and weakened result fairness.Secondly,based on the description of the outsourcing publicness loss problem,summarizes its influencing factors,compares the actual situation of public service outsourcing officials’ behavioral motives on their mechanism of action,and summarizes the three heterogeneous drivers of self-interest motivation,captures motivation,and convergences motivation and their three-way interaction of intrinsic basis,extrinsic conditions,and emotional preferences.Thirdly,the manifestations,roles and causes of their dominant public service outsourcing deviant behaviors are analyzed in terms of self-interest motivation,captures motivation and convergences motivation.Finally,based on the analysis of the causes of different alienating motivational behaviors of public service outsourcing publicness loss,proposes incentive,reinforcement,and control correction countermeasures,so as to eliminate or curb the alienating behavioral motives of publicness loss in public service outsourcing and promote the high-quality and orderly development of public service outsourcing.
