The key subject of rural governance is the person in charge of village organization who plays a pivotal role in promoting rural revitalization.Through the comprehensive implementation of "burden on one shoulder" China has ensured the party’s leadership core position in grassroots work and effectively promoted rural revitalization.No.1 central document focuses on highlighting practical results and improving rural governance,however," burden on one shoulder " is a new thing for the majority of grassroots cadres,which brings great changes to rural governance and many new situations and problems in the practice of rural governance.After the change of 1582 administrative villages of Mianyang the proportion of " burden on one shoulder " was as high as 95.4%,which was much higher than the average value of the province and was representative of the study.The study takes the person in charge of the " burden on one shoulder " village organization as the research object and focuses on the core issue of promoting rural governance by the person in charge of the village organization.Based on a review of domestic and international literature thesis introduces the core concepts of village governance and " burden on one shoulder " and analyzes the current situation of village governance among the heads of village organizations in Mianyang using a combination of questionnaires and interviews and combining governance theory,good governance theory and new public service theory.Through the implementation of the " burden on one shoulder " it ensures the core position of the grassroots party organizations,resolves conflicts between the "two committees" and effectively improves the governance efficiency of village organizations.But in the process of rural governance there are problems such as insufficient effectiveness of the " burden on one shoulder " policy,insufficient ability to drive other subjects to participate in governance and weak role in developing and growing the collective village economy,which are manifested in the lagging governance concept of the head of the village organization,insufficient governance ability of cadres and excessive "administrative" work in rural areas,low motivation of village "two committees" cadres,insufficient participation of villagers in rural governance and lack of professional governance talents,weak industrial base of the collective village economy,difficulty in mobilizing villagers to work in agriculture and lack of prominent role of joint farming.According to the analysis of the situation in Mianyang it proves that the lack of cadre reserve,unbalanced training resources and the uncertainty of cadre development have affected the construction of grassroots organizations.The serious hollowing out of rural areas,the poor employment environment in rural areas and the implementation of rural governance policies to be refined have led to insufficient villagers’ self-governance and the lack of enthusiasm of the heads of village organizations to lead the masses to get rich.The insufficient exploitation of the village’s advantageous resources and the existence of the idea of overstress industry at the expense of agriculture have led to the weak development of rural collective economy.Drawing on the advanced experience of rural governance in other regions this paper proposes targeted countermeasures to strengthen the rural governance of " burden on one shoulder " village leaders in Mianyang from the aspects of strengthening the construction of grassroots cadres,cultivating multiple subjects of social governance and strengthening the development of rural collective economy in order to improve the existing rural governance model and give better and fuller play to the effectiveness and advantages of the "burden on one shoulder" system.
