Research On Village Governance Mechanism Leading By The Village Party Organization Under The Strategy Of Rural Vitalization Strategy

The CPC's Nineteenth Congress proposed to implement the strategy of rejuvenating villages and promote rural revitalization in accordance with the overall requirements of “prosperous industries,ecological livability,rural civilization,effective governance,and affluent life”.In the year of 2018,the No.1 Central Document put forward a systematic opinion for comprehensive strategy of the implementation of rural rejuvenation.The main feature of rural governance in the new era is the effectiveness of governance as a basic value orientation.Realizing effective governance of rural areas is the basic guarantee for promoting rural revitalization.To build a sound village governance system of combining self-government,ruling by law,and ruling by morality,and to walk on the track of being able to manage the village well are the internal requirements for the modernization of the national governance system and governance capacity and the promotion of effective governance in rural communities.Rural grass-roots party organizations are political organizations and are the core of the leadership of various rural organizations and works.In implementing the Strategy of Rural Revitalization and promoting the rule of law and modernization of rural governance,village party organizations play a crucial role.How the village party organizations lead the governance of the countryside to achieve the strategic goal of effective governance,and then promote rural revitalization has become academic attention.This research is based on the strategic background of the implementation of rural revitalization.The theme of the study is how village party organizations lead effective governance in rural areas,based on governance theory,using literature research methods,case study methods,and in-depth interviews method,using the typical case of leading rural governance to achieve results by three village party organizations in Zhuhai,Guangdong Province as object of studying,they concluded three types of rural governance model of village party organizations,and analyzed their common features and limitations.This study deeply analyzes the relationship between strengthening the leadership of the village party organization and deepening the improvement of the rural governance mechanism in the new era.It also studies the interaction between the party secretary of the village and rural governance,and through the study of the three types of rural governance experiences research which include rural governance through elite governance,institutional governance,and collaborative governance,the measures and suggestions are refined for strengthening and improving the leadership mechanisms of the village party organizations in rural governance,and to construct countermeasures and suggestions on sharing mechanism of co-build,Co-governance,co-enjoy,which provides theoretical reference for effectively solving of the problem of the weakening leading capacity of village party organizations and promoting of the implementation of the rural rejuvenation strategy.This study proposes the institutionalized path of village party organization's leading rural governance,and has certain replication and promotion value.
