Policy diffusion is one of the important ways to rapidly consolidate the foundation of local policies and promote the modernization of national governance system and governance capacity.In the field of policy science,this topic has also received extensive attention from researchers at home and abroad.A review of the current vigorous policy proliferation practices in China reveals a special phenomenon:non-gradual proliferation has increased significantly in the past decade,and the trend is becoming more and more obvious as time goes by.Why is there more and more non-gradual policy proliferation in China?What are the factors that promote this non-progressive diffusion phenomenon?In what combination form do these factors play a role in the real policy field?To answer the above questions,it is necessary to integrate Chinese and Western policy theories and make in-depth studies on practical policy diffusion cases.Based on the research framework of epidemiology commonly used in Western policy diffusion research,this study combines typical policy theories with Chinese characteristics to construct an analytical framework with three dimensions as the core of source of infection-transmission route-promoter.By the method of qualitative comparative analysis we can examine the role of six conditional variables in the nonincremental policy diffusion process,such as policy complexity,comparative advantage,promotion from higher stage,inspection,central attention allocation,and promotion strategy.The results show that promotion from higher stage constitutes a necessary condition for the formation of a non-incremental diffusion model,attention allocation and inspection constitute a sufficient condition,and complexity has a relatively strong explanatory power for it.Comparative advantage and advanced strategy can not explain this phenomenon well under a single condition;in addition,the above variables can combine three paths in different scenarios,and promote the non-progressive diffusion process in the form of synergy.generate.Through case studies based on the analysis results,it is found that three types of conditional variables play different roles in the formation of non-incremental diffusion patterns:the complexity of policy plays a greater role in the opposite situation,forming negative inhibition,vertical and horizontal Policy dissemination channels constitute a powerful thrust,and the allocation of attention plays an auxiliary role in the game of"simplifying" under certain circumstances.Through further research on combination paths,it is found that under three different policy scenarios formed by the arrangement and combination of the two policy attributes of complexity and comparative advantage,the formation process of non-incremental diffusion shows a completely different path combination:in the combination of the two In a simple scenario,local governments can realize rapid and diversified active reforms in the form of self-organization without external force.Tends to adopt the strategy of "simplifying".When the central government compensates with coercive means,it can keep the local and the central in step.In difficult situations where neither exists,the central government’s push and deterrence can also be used.Contributes to non-incremental explosive spread,but may have a shock to the final result.The three scenarios cover most scenarios in the process of domestic policy diffusion.With the changes in the domestic policy field,the internal and external driving forces have increased significantly,so more and more nonincremental dynamics have emerged.
