Investigation On The Participation Of Jiangxi Provincial Committee Of Association For Promoting Democracy In Deliberating And Administration Of State Affairs

Multiparty Cooperation and Political Consultation under Leadership of the Communist Party of China is one of the basic political system of socialism with Chinese characteristics. Democratic Parties act as the participatory party, which adhere to the leadership of the Communist Party of China and insists on the policy “seeking for long-term coexistence and mutual supervision, treating each other sincerely and the sharing both weal and woe”. And such political participation ways reflect the superiority of the socialist system, that is people's being the master of the country and the modernization level of Democratic Politics Construction in China. The Democratic Parties, which serve as an important supplement of the governing party, have united all the patriotic democratic personages, to throw themselves into the construction of Socialist modernization with Chinese characteristics, to maintain national unity and to continue the revolution friendship of the “resistance against Japanese and Jiang jieshi” period. At the meantime, the Democratic Parties are important supervisors of the governing party, which empower them the status with unconventional political rights and interests to stand for the masses and democratic personages to supervise management behavior of the ruling party and government and safeguard the rights of people's democratic dictatorship. In a word, the Democratic Parties play an important role in promoting the improvement of the administration level of the Communist Party of China and the development of all the business of the state.The ways that the Democratic Parties participate in political affairs include democratic supervision, participation in the administration and discussion of state affairs and political consultation. Among these ways, as a participatory party, an important function and mission of the Democratic Parties is to participate in the administration and discussion of state affairs. Along with the continuous development of economic society and political civilization, people's consciousness of right and political appeal improve continually. Under such new circumstances and new normal, how can the Democratic Parties perform their sacred mission to which the Party and the people entitle them? How can the Democratic Parties give full play to their function of participation in administration and discussion of state affairs? And how to maintain the superiority and life-force of the socialist system? These are the questions that we need to study and discuss seriously.After the 18 th National Congress of the Communist Party of China, when General Secretary Xi Jinping pay visits to the central management of the Democratic Parties, he emphasized that the Central Committee of the Communist Party of China would strengthen the cooperation with the Democratic Parties, and support them to perform their functions of participation in the administration and discussion of state affairs and democratic supervision. The relationship between the governing party and the Democratic Parties is friendly cooperation, differing from fierce competition between parties in western counties. With the support and recognition of the people and the governing party, the space for the Democratic Parties to participate in the administration and discussion of state affairs will be broader. Since the provincial organizations are the major institutional frameworks of the Democratic Parties, the situation of their participation in the administration and discussion of state affairs represent and reflect the advantage and disadvantage of the Democratic Parties in such process more clearly and is of particular reference value for research on situation of the Democratic Parties' participation in administration and discussion of state affairs and improving their abilities in such aspect. In this article, we will concentrate on the participation of Jiangxi Provincial Committee of Association for Promoting Democracy through studying, counting, comparing, analyzing and inferring their situation of participation in administration and discussion of all the state affairs and draw a conclusion of a countermeasure for it to improve their service ability.
