| Under the international community’s all-round fight against terrorism,terrorist organizations have not disappeared and have been able to continue to endanger public safety.Under the international community’s all-round crackdown on terrorism,terrorist organizations have not disappeared,but have instead shown the development of "more and more terrorism".This paper argues that the fundamental reason for the survival of terrorism is its highly efficient mobilization capacity,which provides terrorist organizations with the resources they need to survive.Since the information revolution,Internet technology has developed rapidly,and technological innovation has provided a new boost to terrorist cyber mobilization.Terrorist cyber mobilization refers to the process of mobilization of different types of terrorist organizations through various mobilization methods and strategies,including ideological propaganda,fund raising,personnel recruitment,and attack launching,with the network as the backbone and the goal of expanding the influence of terrorist organizations.The mobilization efficiency in all aspects of terrorism has been greatly improved after entering the stage of network mobilization.It is important to recognize the rise of terrorist cyber mobilization in order to combat it according to the specific situation.This paper firstly compares the evolution of terrorist cyber mobilization since September 11;analyzes the root causes of terrorist cyber mobilization from three levels: external,internal,and technological;and takes the Islamic State as a specific case to investigate the characteristics of the mobilization subjects,mobilization channels,mobilization targets,mobilization issues,and mobilization framework in terrorist cyber mobilization.On the basis of this,we summarize three effects of the rise of terrorist network mobilization,namely,the expansion of terrorist organizations’ influence and concealment,which makes it more difficult to fight terrorism and breeds the phenomenon of "lone wolf" terrorism;we also discuss the measures taken by the United States,the European Union and the SCO to deal with terrorist network mobilization.Finally,it concludes with a summary of the governance dilemmas of terrorist cyber mobilization and proposes recommendations to address them. |
