Research On Optimizing The Management System Of Z Economic Development Zone In Hebei Province

The preferential policies and industrial agglomeration effect of provincial economic development zones greatly reduce the cost of enterprise economic development,accelerate the pace of national economic development,achieve the goal of creating huge economic benefits in a small region,and become an important carrier of national economic development.The management system of the management committee of the Development zone directly affects the effect and efficiency of the implementation of various policy documents of the development zone.Ensuring the realization of the purpose of the establishment of economic development zone is the basic organizational system guarantee.Optimizing the management system of the development zone is an important link to improve the management level of the development zone.However,after three years of the epidemic,the foundation for economic recovery is not yet solid,which poses new challenges to the economic development of the development zone.Therefore,the countermeasures to optimize the management system of the development zone have practical effect and theoretical value in improving the management efficiency of the development zone,optimizing the business environment,accelerating the construction of infrastructure and promoting the high-quality economic development of the development zone.This paper takes Z economic development zone of Hebei Province as the research object and optimizes the management system of Z economic development zone.This study is divided into three parts.The first part is theoretical research,which lays the theoretical foundation for this study;The second part is the empirical study,through the in-depth study of the management system of Z economic development zone in Hebei Province,found the problems in the management system of Z economic development zone in Hebei province and analyzed the reasons;The third part is the discussion of countermeasures,through the comparative study of the management system of two advanced development zones at home and abroad to obtain referable experience enlightenment,combined with the analysis of the problems and causes of the management system of Z economic development zone in Hebei Province,put forward the countermeasures to optimize the management system of Z economic development zone in Hebei province.In the theoretical research,literature research method is used to build the theoretical framework of this paper.The first is to summarize the research status of the management system of the development zone at home and abroad.The domestic research mainly starts from the types,problems,countermeasures and efficiency of the management system of the development zone,while the foreign research mainly starts from the types and effects of the theoretical system and management system of the development zone;The second is to define the two core concepts of provincial economic development zone and management system;The third is to introduce the theoretical basis and analytical framework of the new public management theory,the inter-governmental relations theory,and the elastic government theory applied in this paper.In empirical research,fuzzy comprehensive evaluation method and interview method were used,combined with theoretical basis to identify the problems in the management system of Z economic development zone in Hebei Province and analyze the reasons.The present situation of the management system of Z economic development zone in Hebei Province was obtained by the interview method,and the comprehensive evaluation of the management system of Z economic development zone in Hebei Province was carried out by the fuzzy comprehensive evaluation method.The results were average,and the scores were low in the aspects of management authority,institutional setting,institutional function division,institutional post setting and institutional operation effect.On this basis,combined with the collation of interview information,the author points out that there are some problems in the management system of Z economic development zone of Hebei Province,such as unequal power and responsibility of management committee,low efficiency of internal organs,lack of play of corporate system and poor coordination with other government departments.Based on the analysis of the problems,it concludes that the reasons for the existing problems are unclear legal status of the management committee,unreasonable internal organization setting,difficulty in obtaining authorization of the management committee,insufficient marketization degree of the company,and complex inter-governmental relations with other government departments.In the discussion of countermeasures,the method of comparative research,the theory of new public management,the theory of inter-government relations,the theory of elastic government are used to put forward the optimization countermeasures.A comparative study of Suzhou Industrial Park and Silicon Valley Science Park has drawn lessons from handling the relationship between the market and the government,constantly adjusting internal institutions and clarifying the functions of development zones management committee.Finally,from the four aspects of legal construction,internal institutions,market operation and external relations,this paper puts forward some countermeasures to optimize the management system of Z economic development zone in Hebei Province,such as promoting the legal construction of development zone,optimizing the operation efficiency of internal institutions in development zone,perfecting the market-oriented operation mode of "development zone + company system",and clarifying the inter-governmental relations with other government departments.Contribute wisdom to improve the efficiency of the management system of the development zone.
