The Study On Urban Community Network Goverance Mechanism

Network governance theory is the main body of multiple participation in the formal institutionalization or non-institutionalization,to achieve the maximization of public interests by participation,interaction and negotiation.The Theory of network governance is based on the polycentric governance theory,deliberative democracy theory,citizen participation theory and social capital theory,it draws and absorbs the rationality element.The operating mechanism of network governance are multi-cooperation mechanism,social trust mechanism,interactive coordination mechanism and power-sharing mechanismFrom the perspective of network governance theory to review the practice of Hangzhou community grid linkage governance,we could see it goes from the practice of "grid" and "linkage" to the trend of participating in interaction and network of negotiation and cooperation.The initial positioning and functional condition of the "grid"in Gongshu District focused on the functional linkage of Government Management System at Community Level.In the process of the government service moving down to the community,the horizontal of the government functional departments and the coordinate linkage network were constructed.However,due to we focused on government service functions and inhibit,the linkage network was extensive.District's grid linkage governance,based on the grid linkage network of Gongsu's practice and expanded to the multi-social subjects of community space.It constructed the more extensive cooperation network which is among the social field of multiple subjects,made the diversified stakeholders take the community as a filed to achieve symbiosis;and it constructed the Formal institutionalized meeting and the informal institutional consultative dialogue mechanism.Based on the network governance theory to survey the practice of Hangzhou community grid linkage governance,we could see there is a depth coincidence between the elements and the mechanism of the ideal net work governance,and it embodied the phased characteristics of its own operationg mechanism in the practice.Although the practice of Hangzhou city's community network linkage governance still have"grid"'s positioning of own level of ambiguity and the absence of administrative power and offside.However,we still have the idea based on network governance and the condition which expanded the boundary of "grid",they provide the possibility from "grid" to "network" Therefore,we need to enhance the quality of Hanzhou city's community governance,achieve from grid linkage governance to network governance,reshape government's role and responsibility range,nurture social organizations and expand citizen participation.
