Research On The Path Of “One Axis And Four-wheel” Grid-based Linkage Governance In Urban Community

The Fourth Plenary Session of the 19 th CPC Central Committee proposed for building a new pattern of grass-roots-level social governance.With the rapid development of China ’s economy,people’ s living standards have been greatly improved.At the same time,there are inevitably some new social problems.It is not difficult to see that grass-roots social governance is becoming more and more important.As a basic environment for urban residents to live and work in peace and contentment,the community can fully express their social conditions and public opinions,but it is undeniable that all kinds of contradictions are relatively concentrated and the problems are more prominent.Whether the community’s livelihood can be guaranteed is related to whether the whole city can develop for a long term and further affect the quality of life of urban residents.As a practice of social governance democracy with Chinese characteristics,grid linkage governance in the new era has always adhered to the governance goal of realizing people’s livelihood through governance democracy,and gradually formed the practice mode of "governance democracy with integrated governance" in continuous practice and exploration,which is an important form of transforming government functions and innovating social governance.Taking the theory of network governance as the theoretical basis and using the case study method,this paper studies and analyzes the development status of "one axis,four wheels" grid linkage governance in B city Y community,and selects the development model of "one axis,four wheels" grid linkage governance as a case study.It is found that the community has a good development trend in the practice of grid governance as a whole,the party building leading and community governance are effectively integrated,and the functional departments cooperate with each other,but there are still some problems such as backward ideas,low overall service level,inadequate working mechanism,inadequate propaganda,low participation of residents and insufficient smooth information dissemination.In the new era,the grass-roots social grid linkage social governance needs to be changed from "management and control social governance" to "grid social service ".In view of the problems,this paper puts forward the innovative path of urban community grid linkage governance.Improve operation mechanism,innovate management mode and optimize resource integration.At the same time,it makes a comprehensive and thorough analysis of the current situation and existing problems of grid-based governance of urban communities,and puts forward some countermeasures and suggestions for the path innovation of community grid-based linkage governance.The research is helpful to further improve the community grid linkage governance,improve the grass-roots social governance level,reduce the burden and increase the energy for the grass-roots social organizations,in order to provide some reference for the solution of the Y community grid linkage governance problem in B city.
