| As a prerequisite and guarantee for the harmonious development of society and the security of national power,the military is the most important and valuable asset of the whole society.Therefore,it is the common responsibility of the government as well as the whole society to do a good job in the service and guarantee work for veterans after their retirement.The service guarantee work of veterans has long been highly valued and strongly supported by the Party and the State.With the development of the times,the demand for veterans’ service guarantee has been increasing,especially in employment,life and medical care,which has not been effectively solved and has become one of the sensitive factors affecting social stability.With the continuous deepening of military reform,the total number of retired soldiers remains high,raising the standards and thresholds for local governments at all levels to carry out service and security work for retired soldiers.This study adopts a combination of field interviews and online questionnaires to basically understand the current situation of the construction of veterans’ service guarantee system in Gansu Province,and summarizes the achievements and problems of the construction of veterans’ service guarantee system in Gansu Province at the present stage from multiple perspectives.The study found that the construction of veterans’ service guarantee system in Gansu Province has achieved certain results.However,through the analysis of veterans’ placement and employment guarantee,medical guarantee,honor incentive and satisfaction,it is found that there are still some problems in the existing Gansu veterans’ service guarantee system,such as low quality and efficiency of service guarantee,limited function of participating subjects and unsound operation mechanism.Using the theoretical analysis model,the causes of the problems are studied from four perspectives: synergistic motive,synergistic engine,synergistic behavior and synergistic effect.The main causes of the synergy engine are the lack of synergy awareness and the lack of development of the participating subjects.In terms of synergistic behavior,the main reasons are that the cooperation degree of each subject is not high;the synergistic process lacks supervision.In terms of synergistic effect,the evaluation of the result is neglected;the assessment and evaluation system is not perfect.In view of the current situation,deficiencies and root causes of the veterans’ service guarantee system in Gansu Province,the author considers the reality of the veterans’ service guarantee system and government policies,and conducts research on these two aspects,combining with the theory of collaborative governance,and has the following specific suggestions: First,the government strengthens the publicity on the motivation of synergy,clarifies the rights and responsibilities of each subject,and unifies the goal of synergy;second,the engine of synergy creates a synergistic Secondly,in terms of synergistic engine,the government should create a synergistic atmosphere to enhance the willingness of participating subjects,increase support to enhance the service capacity of participating subjects,and strengthen management to realize effective participation;thirdly,in terms of synergistic behavior,the government should improve the synergistic service governance mechanism,strengthen the deployment of resources to ensure the participation process,and improve the ways to enrich and diversify;fourthly,in terms of synergistic effect,the government should improve the supervision system and the evaluation system.In order to provide a reference for the construction of veterans’ service guarantee system in Gansu Province. |
