Research On The Predicament And Countermeasures Of Retired Cadres Return To The Countryside To Promote Rural Revitalization

The strategy of rural revitalization is an important strategic choice made by the Party Central Committee under the new historical background,which aims to solve the contradiction between the people’s growing needs for a better life and unbalanced and inadequate development.Talents are the implementers of the rural revitalization strategy,and it is the top priority to let all kinds of talents gather in the countryside to achieve the revitalization of talents.Retired cadres,as capable,experienced and confident talents,are the precious wealth of the country.Encouraging retired cadres to return home to promote rural revitalization can alleviate the current situation of rural brain drain,consolidate the achievements of poverty alleviation,promote rural revitalization,and achieve the great rejuvenation of the Chinese nation.Looking back on history,ancient officials,after returning from old age,set up academies in the countryside,revitalized water conservancy,provided relief to the victims,and shaped the local style,which not only benefited the local people,but also shaped the traditional local culture of returning to their roots,encouraging contemporary retired cadres to return home to promote rural revitalization.Based on the current situation,retired cadres returning home actively play a role in rural development.First,improve rural labor,resources,capital and other production factors to drive the development of rural productivity;Second,promote the development of rural collective economy,promote the transformation of distribution and consumption patterns,and adjust rural production relations;Third,improve the superstructure from the political,legal,ideological and ideological levels.Looking ahead,there are realistic conditions for encouraging retired cadres to return home and promote rural revitalization.Judging from the supply and demand relationship between rural areas and retired cadres,rural development urgently needs such experienced and capable talents as retired cadres;Influenced by socialist core values and traditional local culture,retired cadres are enthusiastic about rural revitalization and willing to contribute to the great rejuvenation of the Chinese nation once again.From the perspective of policy support,the Opinions of the Central Committee of the Communist Party of China and the State Council on Doing a Good Job in Promoting the Key Work of Rural Revitalization in an All round Way by 2022 and other documents mentioned that the state encourages all kinds of talents to play an active role.This paper adopts the research method of in-depth interview and questionnaire survey.On the one hand,based on in-depth interviews with many typical retired cadres returning home,this paper summarizes three models and four mechanisms for retired cadres returning home to promote rural revitalization.The three models include advisory participation of retired cadres in rural governance,embedded participation of retired cadres in rural governance,and integrated participation of retired cadres in rural governance;The four mechanisms include the power mechanism,service and security mechanism,operation mechanism and realization mechanism for retired cadres to return home to promote rural revitalization.On the other hand,according to the interview content and literature,this paper designed a questionnaire about the current situation and difficulties of retired cadres returning to their hometown to promote rural revitalization,conducted a survey on retired cadres returning to their hometown nationwide,and understood the current situation and difficulties of retired cadres returning to their hometown to promote rural revitalization.Combined with interview data and questionnaire results,this paper finds that retired cadres have a strong desire to return home,which provides a realistic possibility for retired cadres to return home to promote rural revitalization;Retired cadres have certain advantages in rural governance,indicating the necessity of retired cadres in rural governance;Retired cadres play an obvious role in the construction of rural economy,politics,culture,society and ecological civilization,providing practical support for retired cadres to return home and promote rural revitalization.However,there are still many difficulties for retired cadres to return home to promote rural revitalization.First,retired cadres who have not returned to their hometown have some difficulties before returning,including personal factors,low social recognition,imperfect rural facilities and lack of return channels.Second,retired cadres who have returned to their hometown have some obstacles in the process of rural governance,including unclear positioning,lack of working platform,imperfect participation system,and mismatch between personal expertise and rural needs.In view of the difficulties faced by retired cadres returning to their hometown to promote rural revitalization,this paper proposes countermeasures to support retired cadres returning to their hometown to promote rural revitalization from five aspects.First,improve the incentive system,establish and improve the incentive system focusing on spiritual incentive;Second,build a comprehensive platform to form a multi-functional comprehensive platform that includes services,work,information,communication,learning,etc.Third,improve supporting services,on the one hand,ensure the basic needs of retired cadres,on the other hand,provide resources for retired cadres to return home.Fourth,improve relevant policies,improve relevant policies for retired cadres to participate in rural construction,and explore the talent selection system for retired cadres to return home to promote rural revitalization.The fifth is to promote successful experience,and promote the existing experience to more villages in accordance with local conditions and different people.
