Research On Cross-Departmental Collaborative Governance Of Farmer’s Market

The cross-departmental coordination mechanism is a common governance method for many countries to deal with the "spillover" and "trans-border" of a large number of social and public problems.The supervision of agricultural markets is complex and involves many departments,which is a typical example of cross-departmental collaborative governance.The effect of cross-departmental collaborative governance of China’s agricultural market is not very satisfactory,the cross-departmental coordination mechanism is missing,the leading department is not clear,and the level of law enforcement coordination is not high,which also leads to problems such as insufficient supervision,multi-head supervision,and regulatory vacuum in most local agricultural markets.In view of these problems,this paper attempts to explore the best path of cross-departmental collaborative governance of agricultural markets in China from the profound analysis of cross-departmental collaboration theory,analyze the reasons for the obstruction of departmental collaboration through the current situation,and combine the experience of cross-departmental collaborative governance in other countries to explore the best path of cross-departmental collaborative governance of agricultural markets in China,so as to improve the level of cross-departmental collaborative governance of agricultural markets.This paper believes that improving the supply of relevant systems,establishing a cross-departmental collaborative benefit distribution mechanism and accountability mechanism for agricultural markets,and improving the digital level of agricultural market governance are important contents to optimize cross-departmental collaborative governance of agricultural markets.This paper is divided into four parts: the first part clarifies the concept of cross-departmental collaborative governance,sorts out its development context,analyzes its theoretical basis,and inventories and reviews the existing cross-departmental collaborative mechanism in China;The second part summarizes the current situation of cross-departmental collaborative supervision of agricultural markets in China,and points out the reasons for its difficulties.The third part introduces the extraterritorial experience of cross-departmental collaborative governance,and summarizes the enlightenment for China’s development of cross-departmental collaborative governance;The fourth part puts forward suggestions for improving the cross-departmental collaborative governance of China’s agricultural markets.
