College graduates have a large volume and enormous potential for development,supporting our society to move forward step by step.Talents are essential for all provinces and cities,and there is a fierce battle on how to attract and retain them.In recent years,Jinan has attached great importance to stabilizing and ensuring employment,treating everything in detail and including stability and expanding employment as mandatory indicators in the comprehensive assessment system.Various preferential policies and talent retention measures are constantly increasing,striving to take the lead in talent competition.To fully leverage the role of employment policies,assist graduates in finding employment,and break the dilemma of employment and talent attraction,it depends on the effective implementation.Therefore,it is reasonable to consider the implementation of employment policies for college graduates as a research direction.This article mainly studies the issues in the implementation of employment policies for college graduates.Taking Jinan,Shandong Province as an example,through research methods such as interview and questionnaire surveys,this article analyzes the content,implementation measures,and effectiveness of employment policies for college graduates in Jinan in recent years,drawing on the Mc Laughlin policy implementation adaptation model,and analyzes the policy implementation entities-government and universities,target groups-college graduates and employers Identify the policy environment and its interactive context,identify problems that arise during policy implementation,analyze the reasons,and explore actionable policy recommendations.On the basis of systematically organizing the employment policies for college graduates in Jinan,this paper sorts out relevant research at home and abroad,and clarifies the research methods and ideas of this article.Elaborate on the basic concepts of college graduates,employment policies,and policy implementation,analyze the Mc Laughlin policy implementation adaptation model used,and demonstrate its applicability in employment policy implementation.Based on the sorting out of employment policies in Jinan in recent years,this study investigates the implementation of employment policies for college graduates,and analyzes the obtained data to identify the current status of policies and problems in their implementation.The reasons can be attributed to four aspects: the lack of adaptation in implementing mutual adaptation strategies,the absence of interactive work among policy enforcement entities,the constraints in the execution environment,and the imperfect construction of information feedback mechanisms.In response to the above issues and reasons,this article proposes several suggestions: firstly,adopt mutually adaptable execution strategies,appropriate policy execution methods,and strengthen cooperation among various government departments.The second is to implement the interaction between the policy execution subject and the target group,enhance the execution ability of the execution subject,and strengthen the interaction between the policy execution subject and the target group.The third is to break through the constraints of the policy implementation environment,improve the policy implementation supervision system,alleviate the difficulties of the epidemic on policy implementation,and update employment policies in a timely manner.The fourth is to improve the employment information feedback mechanism,ensure the authenticity of employment information feedback,expand employment information feedback channels,in order to help Jinan achieve a higher level of employment for college graduates.
