As a China-specific institutional arrangement,the university graduates village officialspolicy accords with China’s national realities in present stage,which includesemployment pressure,lack of rural intelligence and the backward agricultural development.Thispolicy has the right guidance and deserves to be followed up.With steady progress in practice,theuniversity graduates village officials policy made a series of positive results,not only relieving thepressure of college graduates’ employment but also injecting new vitality for the construction ofnew socialist countryside in China.However,during the policy implementation process,there hasbeen a certain deviation.Part of the file regulations haven’t been carried out perfectly and there is abig gap between the policy objectives and implementation reality,leading to a low sense ofbelonging of the university graduates village officials.This phenomenon is worth thinking by thegovernment and scholars.This paper selected H county from Jiaxing city Zhejiang province as a case,showing theworking conditions and personal awareness of university graduates village officials in H countyby in-depth interviews.This article discusses the manifestations and causes of deviation of theuniversity graduates village officials policy.Meanwhile,it has used the system model of policyimplementation,which is raised by D.S.Van Meter and C.E.Van Horn and based on organizationtheory,to analyze the factors affecting the effective implementation of university graduates villageofficials policy.In the end,this paper puts forward some exploration to resolve the deviation ofuniversity graduates village officials policy.This paper is divided into five chapters and gives systematic analysis of the universitygraduates village officials policy in detail.The first chapter explained the background and significance of this topic,summarizedacademic researches both on the university graduates village officials and deviation of publicpolicy implementation.Meanwhile,this part identified the research ideas,methods andframeworks.The details of case study were also given in the first chapter.The second chapter introduced the theory research on deviation of public policyimplementation.With the help of documents and policy papers, this part clearly defined publicpolicy,policy implementation,deviation of public policy implementation and the basic concepts ofuniversity graduates village officials, laying the foundations for the theoretical analysis of thearticle.Chapter Three sorted out the development courses of university graduates village officials policy, clarified the policy objectives of university graduates village officials policy and describedthe positive results of policy practice.Chapter Four summarized the main deviation of university graduates village officials policyimplementation and analyzed the factors affecting the effective implementation using the systemmodel of policy implementation,which was based on the in-depth interviews data of H countyfrom Jiaxing city Zhejiang province.The fifth chapter proposed some considerations and explorations of resolving the deviation ofuniversity graduates village officials policy implementation referring to the resultsabove.Firstly,we should pinpoint the policy objectives and propose "voluntary"scenario.Secondly,it is necessary to make rational use of policy resources and improve policydesign.Thirdly,we should innovate the implementation sense of implementingagencies.Fourthly,it’s important to optimize the environment for policy implementation.Fifth,weshould improve the policy implementation measures.Finally,it is well worth trying to raisethe policy awareness of different groups.
