| Employment is the most important livelihood issue,and the employment of college graduates has always been a key area of government work.Since the reform and opening up,China has continuously issued a series of policies to promote the smooth employment of college graduates.However,with the increasing number of graduates,changes in economic conditions,and the impact of the COVID-19 pandemic,the employment of college graduates in China is facing unprecedented challenges.Analyzing the evolution of employment policies is an effective way to understand their effectiveness.Therefore,it is of great significance to conduct a deep analysis of the evolution,motives,and patterns of employment policies for college graduates.Based on policy paradigm theory and combining with the specific context of China and existing research,this study constructs a theoretical framework for the evolution of employment policies for college graduates.The study focuses on employment policy texts from 1985 to 2022 and divides the policy stages into five phases based on the distribution of text over time and important time nodes.On this basis,a comprehensive content analysis and social network analysis are conducted to sort out and analyze the changes in five dimensions of policy environment,policy issues,policy subjects,policy objectives,and policy tools,outlining the overall picture of policy evolution and summarizing the laws of changes in each dimension.Finally,the study analyzes the driving forces behind the evolution of employment policies for college graduates and provides prospects for future development.By providing insights into the improvement of the employment policy system for college graduates and enriching the practical application of policy paradigm theory in the Chinese context,the study shows that the policy environment for employment of college graduates in China has evolved from a single dimension to a multi-dimensional one.Policy issues have changed from a simple supply-demand contradiction to a more severe one.Policy subjects have shifted from a single entity to a diverse one,and from government-led to multi-party participation.Policy objectives have evolved from a local to a holistic and multi-dimensional approach,gradually becoming more comprehensive and refined.Policy tools have gone from partial absence to flexible and diverse applications.In terms of the driving forces behind the evolution of employment policies for college graduates in China,there are two: internal and external.They work together to promote the transfer of policy paradigms.In addition,there are problems in the field of employment policies for college graduates in China,such as low degree of collaboration among policy subjects and imbalanced policy tool structure.The study suggests that enhancing policy subject cooperation,optimizing policy tool allocation,and reviewing and reflecting on changes in the policy environment and focus events can improve policy effectiveness and scientificity.It is necessary to cope with the increasingly severe and complex employment situation for college graduates and continuously improve livelihood. |
