In recent years,with the continuous development of our economy,the deepening of socialist reform with Chinese characteristics,and the continuous progress of society,the rural revitalization strategy has been put on the agenda of the country and implemented,so that our government organs and grass-roots organizations have to adapt to the new development with higher requirements.Grassroots selection as an important human resource serving the grassroots is an important strategic measure to deepen the reform of the cadre personnel system and realize the modernization of national governance.Under these circumstances,the research on the implementation of the selective adjustment policy is not only related to the needs of the grassroots,but also in line with the trend of the times.This article first summarizes the research perspectives from home and abroad.The Smith policy implementation process model theory provides basics and analysis framework for the research through the four elements of idealized policy,executive agency,target group,and execution environment in the model;Then combined with the interviews and questionnaires of the relevant personnel in the selection and adjustment policy of A County,Hunan Province,and the in-depth analysis of the problems and reasons in the implementation of the selection and regulation policy;Finally,it puts forward targeted improvement measures to explore the guiding significance of theory to specific practice.The problems in the implementation of the selective adjustment policy are mainly analyzed from the following four aspects: The selective adjustment policy mainly includes incomplete recruitment and insufficient policy implementation;And the selective adjustment policy implementation agency mainly exists in the insufficient care of work and life of the selective selection,insufficient organization of education and training,and unclear powers and responsibilities between the executive agencies;The main problems in the selection are the lack of optimization of the structure and the ability and psychological quality to meet the requirements of the job;Low wages and benefits and insufficient social participations are problems with the policy environment.Regarding the reasonsbehind the problem,this article believes that the main points include the following:the lack of a comprehensive supporting plan for the selection and adjustment policy plan;the internal power structure of the selection and adjustment policy implementation agency and the knowledge structure of the selection and adjustment policy implementer are not perfect;Self-positioning and interest orientation are inaccurate;the policy implementation environment lacks the corresponding institutional,material and financial resources to support it.On the basis of analyzing the problems and causes,this article analyzes the selection and adjustment policy itself,the enforcement agency,policy implementation target group,and the implementation environment: improving the design of the adjustment and regulation policy,improving the implementation effectiveness of the selection and regulation policy enforcement agency,improving the quality of candidates and strengthening their beliefs in serving the grassroots and creating a good environment for the implementation of selective policies.In short,the implementation of the selection and adjustment policy is a systematic project.Only by analyzing and improving each element can the effective implementation of the selection and adjustment policy be promoted.
