The Monitoring System Of Zhouqu County,gansu Province Implementation Status And Improvement Measures

The primary-level supervision system has a major responsibility to implement,which is a reliable guarantee for further promoting anti-corruption and promoting integrity and ensuring the legal and compliant use of public power.The implementation of the new national supervisory system has laid a solid foundation for the successful development of supervision and anti-corruption struggle.However,how to solve the difficulties faced after the implementation of the new supervision system at the primary-level to ensure the normal operation of the new system and play its due role is still a practical problem that the practical departments and academic circles need to be discussed and solved.Using research methods such as literature research,interviews,and case analysis,this paper takes the analysis of the implementation status of the supervision system in Zhouqu County,Gannan Tibetan Autonomous Prefecture as an example,to analyze and discuss the difficulties faced by the grassroots after the implementation of the new supervision system in China and how to solve the problems.Although the reform of supervision system in China has been successfully completed,the grass-roots level still faces some practical problems after the implementation of the new supervision system: the incomplete supporting system of county-level supervision,the shortcomings of the level of supervision and law enforcement personnel in handling cases,the poor connection of the "discipline law" of county-level supervision,and the structural shortage of supervision cadres.The main reasons for the above problems are: the limitation of the leadership system and related functions,the lagging interpretation and application of the content of supervision Law,the non-standard basis of supervision and law enforcement,and the imperfect personnel management system of county and township supervisory cadres.Therefore,in order to solve the problems at the grass-roots level after the implementation of the new supervision system,the following countermeasures should be adopted: First,refine the connection between the Supervision Law and other norms,clarify the power and responsibility boundaries of the agencies assigned by the Commission for Discipline Inspection and Supervision,and improve the way in which local people’s congresses and other departments support the commission’s work.Second,clarify the management mode of monitoring objects.Third,optimize the operation mechanism of supervisory power,strengthen the internal linkage mechanism of county and township supervisory organs,and improve the working mechanism of disciplinary review and investigation.Fourth,improve the supervision and restriction mechanism of the supervisory organs,improve the supervision mechanism of the county-level supervisory organs,and standardize the investigation and handling system of clues to case problems.Fifth,build a professional supervision cadre team,pay attention to the professional ethics construction of supervision cadres and strengthen the professional construction of supervision cadre team.No political system reform can be accomplished overnight,so can the reform of supervision system.After the implementation of the new supervisory system,difficulties and problems at the grassroots level are not to be terrible,but normal.As long as you have firm confidence and careful planning,you can always find a good solution to the problem and ensure the stability and long-term success of the new supervision system!...
