| In January 2023,the Central Committee of the Communist Party of China and the State Council issued Document No.1 of the Central Committee to put forward the opinions on comprehensively promoting the key work of rural revitalization in 2023,which focused on consolidating and expanding the achievements in poverty alleviation,deeply promoting the "10,000 enterprises helping 10,000 villages" action,and doing a good job in the research after the transition period of the normalized assistance mechanism for low-income rural populations and underdeveloped areas.In the context of rural revitalization,the state attaches great importance to the participation of enterprises,and state-owned enterprises have become an important force in normalized poverty alleviation.However,counterpart support policies such as "10,000 enterprises helping 10,000 villages" have achieved obvious results in actual poverty alleviation,but also have many bottlenecks and difficulties.The participation of state-owned enterprises in the implementation of the counterpart support policy is a highly policy-oriented practical activity,and only based on specific practice can we better grasp the effect and existing problems of the implementation of this policy and put forward targeted suggestions for improvement.Therefore,it is a good practice to use the poverty alleviation practice of a state-owned enterprise as a case study to carry out relevant research.Taking the L state-owned enterprise as an example,this paper uses the Smith process model,adopts literature research,questionnaire survey,interview and other methods to conduct in-depth research and analysis on the implementation of counterpart support policies,and on the basis of reference literature,from the aspects of the policy’s own factors,resources,implementation environment,characteristics of implementing institutions,the intention of implementers,strategies and means,target groups,deviation behaviors and their correction strategies,implementation effects,etc.,through the aspects of residents in recipient areas,cadres stationed in villages,Temporary cadres and the heads of poverty alleviation offices of the sister units of L enterprises visited the forum,analyzed and summarized the problems existing in the implementation of counterpart support policies by L state-owned enterprises.In order to improve the implementation effect of the counterpart support policy of L-SOEs,countermeasures and suggestions are given from six aspects: policy resources,system environment,process supervision,policy implementation process,policy implementation object and implementation effect,so as to provide effective reference and help for state-owned enterprises to implement counterpart support policies. |
