The latest authoritative data show that the total number of urban and rural teachers in China has reached about 17.929,700,among which,rural teachers account for a quarter of the teachers,which is an important strategic part of the construction of teachers and undertakes the development and future of rural education.Under this special background,the central government and governments at all levels have issued a series of supporting policies for rural teachers,aiming at seeking welfare and promoting development for rural teachers.Among them,the Rural Teacher Support Plan(2015-2020)(hereinafter referred to as the Plan)promulgated by The General Office of the State Council on June 1,2015 is of epoch-making significance in rural teacher support policies.At present,the initial phase of the implementation of the Plan has been completed.So,how well has the plan been implemented?What are the problems in the implementation of this policy?How to further improve the effectiveness of the implementation of this policy?From the perspective of Smith’s policy implementation theory,this study takes rural teachers in R city as samples for data processing and analysis.From the current implementation effect of the Plan in R City,the overall teacher ethics level of rural teachers has been improved,supplementary channels for rural teachers have been increased,the exchange system of urban and rural teachers has been implemented,the training mechanism of rural teachers has been improved,and the treatment of rural teachers has been improved.Problems existing in the implementation of the Plan were analyzed based on the four dimensions of Smith’s policy implementation theory.It is concluded that the implementation of rural teacher support policies in R city still has some problems,such as low coordination and recognition of policy text content,the effectiveness of local government as the implementation subject needs to be improved,the response of local teachers as the target group is not active,and the matching degree between resources required for local policy implementation and policy implementation is low.The main reasons for these problems lie in the lack of scientificity of the policy text,the low enthusiasm of the policy implementation subject,the lack of drive of the policy implementation target group,and the inadequate support of the policy implementation environment.For more than four kinds of main factors affecting the effects of the plan execution and attempts to Smith policy implementation theory as the basic foothold,the study put forward for R city "plan" and the four aspects of countermeasures: first,the policy file itself,to strengthen the implementation of policy text scientifically,improve the publicity of policy text;Second,in terms of the main body of policy formulation and implementation,the rights and responsibilities of the main body of policy implementation should be clarified first,and the quality of policy implementation personnel should be improved.Third,in terms of target groups,the identity of rural teachers should be enhanced and rural teachers should be encouraged to participate extensively.Fourth,the implementation of the environment,the establishment of a sound independent policy implementation supervision mechanism,relying on the rural revitalization strategy to vigorously develop local education.
