Population Vulnerability Analysis Under Public Health Emergencies

Public Health is a public undertaking related to the public health of people in a country or a region.Since the beginning of the 21 st century,various public health emergencies have occurred from time to time around the world,such as Ebola virus,A(H1N1),SARS,MERS and COVID-19,posing serious challenges and impacts to the global public health system and social order.Public health emergencies once occur,they often spread quickly and cause serious damage to public health in a short period of time.Prevention and control is risky and difficult.From the end of 2019,the novel corona virus pneumonia epidemic(hereinafter referred to as the “COVID-19”)gradually spread around the world,posing a huge threat to the health of people around the world in a short term.The prevention and control of public health events has once again aroused countries high attention.The characteristics of COVID-19,such as general susceptibility,fast transmission and diverse transmission routes,have posed a challenge for the prevention and control of public health events in China.In response to public health incidents,the government has adopted a series of measures,established an emergency management system,and improved the system,mechanism and legal system,making notable progress.However,there is a lot of region for theoretical research and application on risk prevention and control of public health events.Risk management mainly takes the “risk”that has not yet erupted into a public health emergency as the object,aims to avoid or reduce the uncertainty of risk occurrence,focuses on risk prevention,and avoids or reduces the occurrence of risk from the root.It is a positive management process,and the content of management has the characteristics of basic,advanced and comprehensive.Vulnerability analysis is a common risk management tool.This thesis set about from the perspective of population vulnerability theory,according to the change of system state under the influence of interference,a vulnerability theoretical model is proposed,Based on this,the epidemic data of COVID-19 in China in the past three years were analyzed and sorted out,selecting typical city for reference,identifying the underlying vulnerability factors behind the risk,the vulnerability evaluation index is further selected by combining the vulnerability components and following the principle of related to build and perfect the vulnerability index system,in order to provide the theory reference for the management of public health events.
