| As the "baton" of education,educational evaluation guides the development direction of education,is related to the national school running guidance,and is the top priority of the research work in the whole field of education.The educational evaluation policy is not only the driving source of the development of educational evaluation,but also the guide to standardize the development path and mode of educational evaluation,but also the specific portrayal of the state’s attention to the development of educational evaluation.After the founding of new China,the party and the state attached great importance to the formulation and research of education evaluation policy.After more than 70 years of tortuous development,China’s education evaluation policy has achieved phased results.However,due to practical factors such as political,economic and social environment,there are still some specific problems,such as insufficient policy supply,weak policy implementation,lagging policy evaluation and so on.This study is carried out according to the idea of "text combing analysis suggestion".It mainly uses the text analysis method and historical research method to systematically interpret the important education evaluation policy texts since the founding of new China,combined with the actual problems in the process of policy implementation,then points out the problems,analyzes the causes,and finally gives improvement suggestions.Firstly,taking the founding of new China,reform and opening up,the promulgation of the education law of the people’s Republic of China and the promulgation of the outline of the national medium and long-term education reform and development plan(2010-2020)as the key nodes,this paper divides the development of China’s education evaluation policy into four stages:enlightenment stage(1949-1976),rise stage(1977-1994),standardization stage(1995-2009)and optimization stage(2010-2020),In each stage,it is expounded from three perspectives:policy background,policy content and policy characteristics.Secondly,through the division and research of the development stages of education evaluation policy,this paper obtains three basic laws of development with the help of the external promotion of government power,adapting to the internal needs of economic development and meeting the legitimate interests of different subjects,and four historical experiences of Adhere to the leadership of the communist party of China,adhere to the talent for national culture construction service,insist on the man’s all-round development theory of marxism,adhere to follow the inherent rules of education.Finally,for the attribution of the problems existing in the development of educational evaluation in China,this paper believes that there are several aspects:the strong administrative leadership with political power,the constraints of economic level and the cognitive defects at the social and cultural level.On this basis,this paper puts forward the corresponding prospects and suggestions from the formulation,implementation and evaluation of educational evaluation policies. |
