The scientific process of Ethic and Ideology education met its increasing embarrassment caused by the tremendous unbalance in its three theoretical research areas, which emerged as the evaluation research lagging far behind the practice. The seeking break through in evaluation research field should be given top priority on current schedule. The research methods of chart and table analysis, case study as well as linking the practice were employed in this paper to put forward the double criteria , to construct the three dimensional evaluation system on the basis of three index class I , i.e. Condition, process and effect, to probe the effective ways of fixing quantity in evaluation, to expound the effect on evaluation from information era.
