| Since the 18 th National Congress of the CPC,our country has persisted in the strict governing of the Communist Party of China in all aspects,vigorously carried out the construction of party Integrity work building and the war against corruption,and put forward a series of new concepts,new measures and new requirements for anti-corruption and integrity promotion were put forward in order to deepen the "Three Nos" integrated promotion strategy.To this end,our country regards the reporting system of leading cadres’ personal matters as an effective measure to comprehensively and strictly control the party and fight corruption.By drawing on the practical experience of many countries around the world,and after being verified by pilots in many regions in China,it has been continuously improved and revised.Good results have been achieved in the daily management and supervision of leading cadres and in improving the awareness of clean government,and certain results have been achieved in preventing leading cadres from conflicts of interest and preventing cadres from corruption.However,during the implementation of the system,with the economic progress of society,some problems have emerged.Therefore,while improving the reporting system,it is particularly important to think about how to solve the practical problems in the implementation to achieve the expected purpose.The author taking the Z unit as an example,analyzes the current situation,problems and reasons of the current leading cadre personal related matter reporting system by searching and researching relevant literature,analyzing relevant cases and interviewing relevant staff.Taking the implementation of the Z unit reporting system as the main line,using administrative ethics theory,information asymmetry theory,interest conflict theory and the above research methods to discuss the existing problems from three aspects: the design of the system,the implementation process of the system and the personnel involved in the system.Through the research,it is found that there are limitations in the system design,which lead to some key personnel not included in the scope of the report,and the problem cadres use information asymmetry to generate moral hazard problems;there are many work execution procedures in the implementation process,high time cost,There are problems such as insufficient inspection and handling work;at the personnel level,some leading cadres do not understand,do not cooperate,and do not report truthfully.Analyzing these problems and their causes,the author believes that the system and supporting mechanisms should be improved by appropriately expanding the scope of reporting objects,increasing the content of reporting items,and implementing public supervision;strengthening hardware support by improving facilities and technologies;build a perfect functional system by clarifying job responsibilities and strengthening the construction of working teams;optimize the evaluation basis for inspection and treatment by improving the investigation and punishment rules and establishing an evaluation system;strengthen the authority of the system by accelerating the promotion of legislation and intensifying the handling of untrue reports;Propaganda and guidance,strengthen the guidance of filling in the object to strengthen the awareness of leading cadres to report truthfully. |
