The performance appraisal of government functionaries has become the key to the management of the cadre team.Improving and improving the performance appraisal of government functionaries plays a very prominent role in building an efficient and clean government,improving the overall quality and level of the cadre team,and constantly enhancing the ability to perform their duties.Performance appraisal plays an important role in guiding,motivating and supervising public officials from the aspects of the establishment of evaluation indicators,the specific evaluation process,the production of evaluation results and the use of results.How to further strengthen the performance appraisal of government functionaries,conform to the principle of "the Party administers cadres",establish a performance appraisal system oriented to service quality and social satisfaction,and stimulate the enthusiasm of the cadre team is an urgent subject to study.Lc District Market Supervision Bureau is an administrative unit at the regular section level,with the supervision institutions and affiliated institutions that send out towns(streets).This paper takes Lc District Market Supervision Bureau as the research object,and analyzes the general situation of Lc District Market Supervision Bureau,the current situation of personnel performance appraisal,the problems in the appraisal and the causes of the problems on the basis of summarizing the relevant theories of performance management and the performance appraisal practices of civil servants at home and abroad.The study found that although the market supervision bureau of Lc District can assess the performance of the market supervisors according to the basic requirements of the state for civil servants and evaluate the actual work of the employees,it still exposes deficiencies to a certain extent,such as the setting of the assessment indicators is not scientific enough,the assessment and evaluation methods are not effective enough,the application of the assessment results is not reasonable enough,and it can not effectively stimulate the employees’ sense of responsibility and enthusiasm for undertaking,etc,Unable to adapt to the performance management of the Party to cadres in the new era.Based on the problems existing in the performance appraisal,the performance appraisal system of the personnel of the Market Supervision Bureau in Lc District was improved.By using the key performance indicators(KPI)method,the appraisal indicators were designed according to the work contents and responsibilities of each department of the Market Supervision Bureau.The application of the appraisal results was designed in three aspects:performance bonus,promotion mechanism and classified training,and the appraisal interview and two-way feedback mechanism were constructed.Based on this design,the safeguard measures of the performance appraisal system were implemented.
