Scientific evaluation of the leading bodies and leading cadres, is not only the key link and core content of the cadres’work, but also an important goal the public administrations pursue, it is a new value orientation and practical exploration to introduce the assess of the performance of the leading bodies and leading cadres. The fourth plenum of the16th point that We need to work quickly to establish the scientific concept of development and the correct achievements view reflecting the requirements of the performance evaluation standard cadres. Establishing a series of methods to evaluate the scientific development concept and the correct view, makes what to measure, how to measure and how to deal with the results of the evaluation more scientific, standardized and institutionalized, is critical measures of guiding leading bodies and leading cadres to establish and implement the scientific concept development, the correct view of achievements, doing achievements which can stand the test of practices people and history.This article based performance evaluation practices home and aborad, system explores the state of development of civil service performance appraisa. With scientific development concept to be its theoretical guidance, and leading cadres of Hubei Province to be its object of study, department-level leadership groups and leading cadres, the context have a deeply study to Evaluation index system based on performance evaluation of a comprehensive assessment, the main design approaches, institutional building, apply the results of trend to explore issues systemly put forward many system concept of great practical value and space exploration which can be directly made into system of rules combined with actual work.This paper is divided into nine parts. The first chapter is the introduction, which elaborats the background of this article, briefly analysises the domestic and foreign development and present research situation of cadres performance evaluation comprehensive, proposes the research object, determines the framework, main contents, research methods and characteristics. The second chapter analysises briefly the western civil service performance assessment system,the history of our country official examination system and the cadre assessment of evaluation standard after the founding of new China. The third chapter on the theory and practice of performance evaluation of government performance, analysis of the concept and connotation of the definition and connotation of performance evaluation; research performance evaluation in public management, analysis of performance evaluation practice, function and influence; at the same time for our current performance assessment questions for reflection, analysis the influence factors of performance evaluation implementation this paper puts forward the comprehensive measures. The fourth chapter focuses on the study of the comprehensive evaluation index system, adheres to the scientific outlook on development as the theoretical basis of science, analysises of the comprehensive evaluation of inherent requirement; puts forward the commonness and individuality combined to develop the tentative plan of system of quota and the establishment of party cadre duty regulation and quality evaluation criterion of comprehensive evaluation; analysises the target identification analysis of influence factors, puts forward the scientific determination of comprehensive evaluation objectives. In the fifth chapter, the comprehensive evaluation method to explore ways of program design, comprehensive evaluation, comprehensive assessment cost control problem, the comprehensive evaluation of negative effect and effective supervision and etc; selectively analysis technology application are analyzed on the quantification, and conducted a preliminary analysis of the relationship between the comprehensive evaluation and talent assessment. The seventh chapter discusses the of the problem of construction the comprehensive evaluation system, puts forward the leadership and leading cadres of the comprehensive evaluation system design of the basic principles and the initial conception of evaluation results, analysis of the predicament and how to stimulate the appraisal results, using dynamic evaluation system should pay attention to the implementation of relevant matters. Chapter eighth empirical study Hubei, Xiangyang, Yichang as the case of the comprehensive evaluation practice, comprehensive summary and analysis their successful practices and the main problems; at the same time research the idea and method on provincial level with comprehensive evaluation work, comparative to Chongqing, Guangdong Province, comprehensive evaluation work are multi-dimensional.In the ninth chapter, it analysises the comprehensive evaluation trend and the current performance evaluation in cadre assessment in the practice of two difficulty" situation, andpus forward arational expectation of the cadre’s comprehensive evaluation system construction and system arrangement.This paper has six conclusions. First, we should hold some principles, they are comprehensive and systematic, focused, scientific and rational, objective and fair, deal with something in simple method, dynamic applies and so on. With these principles we should design evaluation content carefully, detail evaluation indicators, and improve the system of indicators.only if we insist on these principles can we improve the scientificalness of Evaluation System. Second, we must regard the performance assessment as the core content of the appraisal. By means of further innovation in the performance appraisal and mproving the performance analysis methods, a comprehensive understanding of the economic and social development and mass evaluations about economic, we can systems analysis the work thinking of leading bodies and leading cadres, including analysis their work decision-making, job involvement, and effectiveness of the work. After that, we also need to objectively assess their ability of the leading cadres in terms of leadership and the moral quality. Then we will get the result about which one is better. Third, strengthening the comprehensive evaluation and examination of the macro-management, standardizing the assessment of behavior, integrating of evaluation resources, strengthening the comprehensive evaluation, making full use of modern technology are the basis of improving the authority of evaluation.Fourth, comprehensive appraisal is a professional, technical content and high degree of standardization work, which is focusing on the ability and quality of the assessment team, and enhance the overall quality of the appraisal, promoting the professionalization of the main of evaluation, which improved the comprehensive appraisalthe key measures of accuracy. Fifth, because the system is not supporting, the cadre appraisal work has not institution to rely.that made the discretionary space and a significant reduction big. At the same time, the use of evaluation results is lack of institutional links, that reduce the practical applicability of evaluation results. We should not only regard the cadre appraisal as the rules which can implementing the regulations of the appointment of cadres Ordinance "and" Civil Law ", but also regard comprehensive assessment and evaluation as a main system. We also need to strengthen surrounding operational and environmental system of the building, So we believe that the consummate and scientific system construction is an important guarantee to improve of the comprehensive appraisal of the normative. Sixth, this paper is the main characteristics of its proposed system design have a strong practical, operable and certain systemic. The first is the practice of the system; From the study of the comparison, to the research target, key, direction and methods, materials are consistently embodies a kind of guiding ideology, theory to practice the guiding ideology of the service, closely around the current our country cadre examination of the actual work and outstanding problem, solve practical problems in the work of cadre, Basically achieved research and exploration at the same time, the transformation and promotion of the results complete synchronization. From the ideological route to the technical route, from the design of the frame of the program arrangement follow rigorous thinking, simple principle, and strive to achieve "available" and "good", and can reach the usability and feasibility. Third is the system.
