As a national judicial organ,the people’s court undertakes the judicial function,and its work has judicial particularity,so it also puts forward higher requirements for the staff of the court.For a long time,the management mode of court personnel has followed the section level management mode of ordinary Party and government organs,but with the rapid promotion of the construction of the rule of law in China,this management mode has been unable to meet the development needs of court work under the new situation.The proposal of classified management of court personnel is based on this background.The reform of classified management of court personnel is an important play in the reform of the judicial system.We strive to make court personnel fall into their categories,perform their duties and do their best through the reform,constantly optimize the allocation of trial resources,improve trial quality and efficiency,and promote the high-quality development of court work.Since the reform of personnel classification management was officially implemented in local courts,remarkable results have been achieved,but many problems have surfaced,which is not conducive to the high-quality development of court work.Therefore,it is urgent to solve the problems existing in the classified management of court personnel and improve the classified management system of court personnel.Taking the reform practice of personnel classification management of F county court in G Province as an example,focusing on the theoretical basis of labor division theory,two factor theory and energy level sequence principle,this paper compares the situation of the court before and after the reform,deeply understands and summarizes the achievements and existing problems of the reform by means of visits,investigations and interviews,analyzes the causes of the problems,and refer to the relevant practices of classified management of personnel in foreign courts and domestic reform first courts,and then put forward suggestions for improvement.Through the research,it is found that the reform of classified management of court personnel in F County of G province has achieved remarkable results,the trial resources have been optimized,the trial quality and efficiency have been improved,and the position of trial center has been highlighted.However,at the same time,there are also some problems in personnel allocation,management methods,professional security and so on.Based on the reform practice and relevant experience at home and abroad,this paper puts forward some suggestions on optimizing personnel allocation,improving various personnel management methods and improving professional security,trying to be helpful to improve the classified management of court personnel. |
