The "County Management School Employment" policy is a major institutional reform of personnel management in the compulsory education stage in my country,and it is currently at a critical time point for the implementation of the policy.The implementation of the "County Management School Employment" policy has a positive effect on implementing the autonomy of schools and educational institutions in running schools,breaking the barriers of teachers’ exchange and rotation,promoting the balance between urban and rural education,mobilizing teachers’ enthusiasm for work and improving teachers’ professional ability.This study takes X County in Hebei Province as the research object,and adopts the method of literature research and policy text analysis to collect and sort out the theoretical achievements of domestic and foreign experts and scholars on education balance,teacher mobility and related education policies.Check and summarize the information on the implementation background,institutional system,development history,implementation status,etc.Through interviews with teachers,school administrators and leaders of the Ministry of Education,listen to their views,suggestions and opinions on "county management school employment" in their respective positions.Finally,according to Smith’s policy implementation model,an analysis framework is established to analyze and sort out the implementation dilemma of "county management and school employment" in X County,Hebei Province,and give targeted improvement countermeasures.Through Smith’s policy implementation model,the difficulties encountered in the implementation of the "County Management School Employment" policy in X County are sorted out from the four dimensions of the policy itself,the executive body,the target group and the policy environment,and targeted solutions are given from the perspective of the causes of the problems.Improvement countermeasures:first,improve and optimize policy supply;second,improve the initiative of the executive body;third,enhance the participation of policy target groups;fourth,improve the policy operation mechanism to create a good implementation environment.X County of Hebei Province has weak educational resources,a large gap between urban and rural areas,and the implementation of "county management school recruitment" is weak.This research provides solutions for promoting the balanced distribution of educational resources in X County,and helps the development of compulsory education in a healthier direction.At the same time,it can also provide reference for other counties(districts)with similar conditions.Although the innovative teacher personnel system of "County Management School Employment" has achieved some results and accumulated certain experience after years of practice,the situation in various parts of the country is complicated and still needs a lot of theoretical support.This research is for the national "County Management School Employment" Policy Enforcement provides a sample.
