| In order to achieve the balanced development of compulsory education and promote the equitable development of education,China has implemented a teacher rotation system.In 2021,many hot cities across the country will further implement the teacher rotation system in the compulsory education stage,indicating that China will further accelerate the implementation of the teacher rotation system.In this context,the teacher rotation system is a hot issue that deserves in-depth study.The teacher rotation system has been trialed in Wuhan Area A for more than ten years,which has promoted the balanced development of compulsory education and the equitable development of education.The literature analysis method,interview method and questionnaire survey method were used to study the implementation of the teacher rotation system in Wuhan Area A,focusing on the four aspects of the teacher rotation system itself,how the Education Bureau and the principal implemented the rotation system,teachers’ evaluation of the rotation system,and the public’s understanding of the rotation system,and innovatively introduced the perspective of students’ parents.It is understood that the results of the implementation of the teacher rotation system in District A of Wuhan City are as follows: the balanced development of compulsory education has been consolidated,the quality of teaching has been improved,and educational equity has been further realized.Through the analysis of the current situation through questionnaires and interviews,it is found that the main problems of the teacher rotation system in Wuhan Area A are as follows: the relevant policy documents of the teacher rotation system in Wuhan are not perfect,there are defects in the implementation of policies by the Education Bureau and principals,the willingness of teachers to participate needs to be further improved,and the implementation process of the teacher rotation system is a formality.Based on the Smith policy implementation process model,from the four factors of the policy itself,the implementation agency,the target group and the policy environment,the reasons for the difficulties faced in the implementation of the teacher rotation system in District A of Wuhan were analyzed,and corresponding countermeasures and suggestions were put forward for the dilemma: improve the teacher rotation system,standardize the implementation behavior of the implementation agency,reshape the value of the target group rotation,and establish a good policy implementation environment.It is hoped that it will have a certain reference effect on the further implementation of the teacher rotation system in China. |
