Education is the great plan of the country and the Party.It is the cornerstone of national prosperity,national rejuvenation,social progress,and people’s happiness.In February 2019,the Central Committee of the Communist Party of China and the State Council issued "China’s Education Modernization 2035",which mentioned educational equity,achieving equalization of basic public education services,and promoting balanced development.As the leader and core of education,teachers deeply influence the development of education.The long-standing dual structure between urban and rural areas in China has led to an imbalance in educational resources,especially in terms of teachers,which has hindered the balanced development of urban and rural education in China.L County in Hunan Province has always responded to the national call to vigorously balance the allocation of urban and rural education resources,especially teacher resources.However,there are still many problems in the allocation of teachers in rural schools.This thesis uses the education Equity theory theory and resource allocation theory,through literature analysis,questionnaire survey,interview,from the number of teachers,quality,structure,professional development of teachers and other aspects of urban and rural teacher allocation in L County to conduct a comparative analysis.Through investigation and research,it was found that there is a significant gap in the allocation of teachers in urban and rural schools in L County,and there are many problems in the allocation of teachers in rural schools.Specifically,there is an imbalance in the allocation of teaching staff;the quality of teacher allocation is relatively low;the structure of teacher allocation is not reasonable;professional development of rural teachers is not enough;the implementation effect of teacher exchange rotation is poor;rural teachers have low satisfaction with salary;the social status of rural teachers is low,and their work and psychological stress are high.The author provides the following countermeasures by analyzing the causes of the problems: improving the allocation mechanism of rural teachers and improving the teacher management system;improving the quality and structure of teachers;pay attention to the professional development of rural teachers and improve teacher training methods;clear communication channels for urban and rural teachers,and improve the system of teacher exchange and rotation within the county;expand the sources of education finance and innovate the incentive mechanism for rural school teachers;create a social atmosphere of respecting teachers and valuing education,and create a favorable soft environment for teachers’ professional development.
