Research On The Countermeasures Of Yanbian Korean Autonomous Prefecture Rural Population Hollowing Out

In his 20 th Party Congress report,General Secretary Xi Jinping called for giving priority to rural agriculture,accelerating the construction of agricultural powerhouses and firmly promoting the revitalization of rural industries,talents,culture,ecology and organization.The policies implemented in recent years to revitalize rural areas have enabled farmers to improve their living standards and economic standards.But the key to sustainable and healthy rural development is to maintain the "vitality" of the countryside itself.In recent years,the hollowing out of rural areas has attracted much attention.The forms of rural hollowing out include not only land hollowing out,industrial hollowing out but also population hollowing out.The most prominent of these problems is the loss of young and middle-aged people in rural areas.As the only autonomous prefecture of Korean ethnic group in China,Jilin Province,due to its unique geographical location,linguistic advantages and preferential policies,a large number of the correct rural population has been sent to overseas countries such as Korea.So this paper will focus on the hollowing out of the rural population in Yanbian Korean Autonomous Prefecture and explore and study it.Firstly,based on the research of experts and scholars at home and abroad,the concept of rural governance,hollowing out of rural areas and hollowing out of rural population is defined from different disciplines,and the theory of population migration,collaborative governance and transfer of rural surplus labor provides academic reference for this research,and data is supported by literature combing,questionnaire survey and interview.Through the calculation of the population hollowing rate and the analysis of the reliability and validity of the data collected by the questionnaire,it is found that the causes of the hollowing of the population in Yanbian Korean Autonomous Prefecture include the thrust of rural areas and the pull of cities.And from the five aspects of lack of public service,weak development of agricultural industry,lax governance structure at the grass-roots level,unbalanced structure of the remaining groups and the lack of the main body of cultural heritage of the ethnic group township,the impact on governance;Then by combining the theoretical basis of the preceding article and drawing on the initiatives of Korea and Japan in rural governance,the corresponding solutions are put forward.By improving rural management mechanisms,strengthening rural governance,improving the status quo of rural public services,raising the level of rural governance,developing agricultural industries and attracting talented people back to the region,promoting the economic development of Yanbian Korean Autonomous Prefecture,bringing into play ethnic advantages,bringing in more talented people and reducing population losses,we can alleviate the growing problem of hollowing out the rural population,promote the development of rural areas of Yanbian Korean Autonomous Prefecture and better implement the rural revitalization strategy.
