Research On The Improvement Of Organizational Capacity Of Urban Grassroots Party Organizations From The Perspective Of Public Governance

The party’s strength comes from its organization.Overall Party leadership and all its work must be realized through the party’s strong organizational system.The organizational strength of primary-level Party organizations is the key to the party’s combat effectiveness and reflects the Party’s own strength and its leading power over society.The report to the19 th CPC National Congress pointed out that primary-level Party organizations are the foundation for ensuring that the Party’s line,principles,policies,decisions,and plans are implemented.We should focus on improving organizational capacity and build primary-level Party organizations into strong fighting fortresses.The urban basic-level Party organization is the organizational foundation and fighting fortress of the Party in the city,and the basic unit of the party organization to carry out its work.To improve the organizational capacity of urban community grassroots Party organizations is not only an important task for the construction of grassroots Party organizations,but also a requirement of The Times to promote social development,enhance the mass identity and consolidate the organizational foundation of the party’s long-term governance.It is of great significance to study the construction of organizational capacity of grassroots Party organizations for strengthening the construction of party organizations and guaranteeing the overall leadership of the Party.This paper discusses how to improve the organizational capacity of urban grassroots Party organizations from the perspective of public governance.Firstly,it expounds the research background of this paper,and combs the research status of relevant fields of Party organization construction at home and abroad.The concept of public governance,organizational power,grassroots party organization,grassroots Party organization organizational power is defined,and theoretical analysis from the perspective of public governance;Second,in the community party organization in the X,Y G as the research object,from the political leadership,the cohesion,development impetus,self innovation four aspects analyzes the G community party organizations,to find the party leading role should also strengthen,contact a level still need to improve,basic security role is not strong,the party member troop still need deep introspection innovation,The reasons are analyzed.The political leadership should be strengthened by training party leaders,improving the informatization level of party construction and optimizing party member management.By standardizing party organization activities,strengthening the construction of party and mass service centers,and carrying out a series of activities to enhance the cohesion of the masses;By setting up special funds,exploring the establishment of a large party committee,and innovating party construction to guide grassroots governance to promote development impetus;Through the construction of learning party organization,the development of characteristic party spirit education to stimulate the motivation of work,promote self-innovation,so as to enhance the party organization.Based on the existing research literature and theory,this paper puts forward the analysis framework of grassroots Party organizations’ organizational strength from the perspective of public governance by using case analysis method,analyzes the role of grassroots Party organizations and their organizational strength in community governance,the existing problems and causes,and puts forward corresponding countermeasures and suggestions.The research framework and content have some new ideas.
