Grassroots governance plays a fundamental role in the state governance. Scientific and rational functional orientation of each participating subjects which involved in grassroots governance become one of the key factors affecting the grassroots governance performance. On the course of the development of grassroots governance in Taiwan, as the organizational entity, the relationship between village organization and Community Development Association has changed into functional competing. This changed give us a sample to observe the organizational relationships how to locate and observe the interaction of government and society.This paper will first discuss the history of the village organizations and community organizations,besides, it’s functions and positioning. And then explore the static system of community organizations and village organizations,in order to show that both static function are competing. This paper argues that the grass-roots organizations in the village in Taiwan has a long history of tradition of "autonomy", but the process of administrative had began during the Japanese colonial period, and eventually be taken as chief peripheral. As the result of the interaction of internal and external factors in Taiwan, Community Development Association arise. It’s functional position first played a quasi-administrative role which assistsd the administration of the government, but then changed into "spontaneous, independent, self-help "people’s organizations.With the changing of political, economic and social environment in Taiwan, the Kuomintang’s regime control ability and the ability to integrate had lost, besides, the challenges of the non-party forces and the implementation of competitive election, the relationship of village organization and Community Development Association changed into function competing, and alienated into political election machine to some extent. This specific performance of feature competing has the three aspects:First, the high degree of overlap at geographical scope, separating the integrity of the resources, forthermore, the the lack of grass-roots nature resources, all of this causing that both are fighting for external resources such as government construction funding and human resources, and cause that abnormal interaction with the administrative network relationship;Secondly, The two organizations have nature difference, but both appears on the high degree of overlap in the functional position and the phenomenon of "alienation" in the system running, which cause that the two appear identical on the specific business and lead to competition for grassroots representative; Thirdly, as the leaders of the two organizations,the positioning function homogenization of Village header and chairman, cause that their role conflict, and coupling with the election of resentment and the involvement of the local factions, their conflict and confrontation exacerbated.On this basis,this article further analysis four modes of interaction between village organization and Community Development Association, that is Mutual Confrontation-Interactive Mode, Mutual non-Interference in the Interactive Mode, Selective Cooperative Mode of Interaction, Mutual Cooperation Interactive Mode, and pointed out that the causes of the four modes of interaction and the reality of the operation of the process affect grassroots governance performance in Taiwan, illustrating that the various interactions between the two organizations have different effects on the functional deficiencies competing in the static system.At the end of this paper, the author try to summary and enhance the relationship between government and society in the grassroots governance from this case.This paper argues that organizational relationships from functional complementation to function competing in Taiwan’s grassroots governance, showing that the strong intervention of the forces of the "State" construct cause the social margins being squeezed, did’t formed a "two-track drive"mechanism of interaction, and thus, the relationship between the Government and the society in grass-roots governance, should seek to achieve by the " authoritarian control" to the"two-way interaction". At the same time, the organizational functions overlap may strengthen competition between organizations and increase the organization’s performance opportunities, but may also lead to a waste of resources and the inefficiency of resource using, even lead organizations to compete for resources and conflict domain against.
