The study of social organizations has long been a key component of public administration research,and with the development of Chinese society,professional social groups have become a prominent part of social organizations,playing an increasingly important role in the development of the private economy.Due to the trend of government reform and the need for organizational development,trade associations and chambers of commerce have been reformed to realize the decoupling of trade associations and chambers of commerce from administrative organs,the relationship between the government and social organizations has changed in many ways,social organizations have become independent from government agencies,and their organizational roles and functional development have been transformed.With the transformation of chamber of commerce into an independent legal entity,the scope of government control over chamber of commerce has been reduced,and the development competence within chamber of commerce has been expanded,so has the development mode of chamber of commerce.This paper examines the theory and practice of the organizational development of different trade associations and chambers of commerce in the Pearl River Delta region of Guangdong Province,taking the Shunde District Small and Medium Enterprises Promotion Association and the Xiaolan Town Chamber of Commerce in Zhongshan City as the objects of analysis.Firstly,this paper makes an empirical analysis from the perspectives of the historical development of organizations and organizational resources,to illustrate the development status of different trade associations and chambers of commerce after the decoupling reform,and how the current trade associations and chambers of commerce can realize their own organizational structure and functions.Based on the theory of resource dependence and political-social interaction,this paper defines the current development of chambers of commerce as self-development model and integrated development model from three theoretical dimensions: organizational resource dependence,organizational political embeddedness and organizational activity space,and then explains the performance characteristics of the two development models and their influencing factors,which enriches the relevant theories in the field of social organization research.This paper finds that after decoupling,trade associations and chambers of commerce can not only move towards marketization and achieve self-development,but also act as hub-type organization to undertake government functions and achieve integrated development.
