Research On The Optimization Of Science And Technology Talent Policy For Rural Revitalization

In the 19 th National Congress of the Communist Party of China,the revitalization strategy of rural villages was put forward for the first time.This strategy is one of the major strategic thoughts of the state to build a powerful modern socialist country and to reach the rural and agricultural modernization.In the context of "five revitalization",we must realize that in order to achieve the general goal of agricultural and rural modernization and meet the five general requirements put forward by the strategy,it is necessary to accelerate the promotion of talent revitalization.Talent revitalization is an important part of rural revitalization.Realizing the revitalization,affecting the village revitalization strategy.Technology is the first productive forces.In the process of rural modernization,scientific and technological talents are the main force for the output of rural science and technology.Scientific and technological talents are the dynamic force to promote the effective implementation of rural revitalization,providing a continuous scientific and technological power for the implementation of the strategy,are the creators of rural material wealth,leading the rural people to get rich,and are the leaders of rural spiritual wealth,bringing rural areas advanced science and technology,so that rural labor can be constantly learning modern agricultural technology and stimulates the endogenous motivation of the countryside.To ensure that scientific and technological talents continue to inject vitality into rural revitalization,it is necessary to have a scientific and technological talent policy to provide comprehensive policy support and service guarantees for their life,scientific research and other aspects,and the implementation of rural resolution strategy has also put forward new requirements for scientific and technological talent policies.In this regard,we should focus on the implementation of the rural revitalization strategy,develop more scientific,reasonable,accurate scientific and technological talent policies,and optimize the content of the current scientific and technological talent policy to ensure strong intelligence support for the modernization of rural areas.This paper studies the policy of science and technology talents for rural revitalization in Hunan Province.Based on talent management theory,policy analysis theory,policy process theory,and policy assessment theory,this paper firstly sorts out the research status of domestic and foreign scientific and technological talent policies,and then This paper expounds the connotations of the rural revitalization strategy,the rural scientific and technological talents and the policy of scientific and technological talents,and analyzes the relationship between the three.By sorting out the science and technology talent policies formulated by Hunan Province for promoting rural revitalization from 2017 to2021,it is analyzed that the current science and technology talent policy has some areas to be improved: The scientific and technological talent policy system is insufficient,the development of scientific and technological talent policies lacks interdepartmental linkage mechanism,the content of science and technology talent policy is not specific,and the supporting elements of science and technology talent policy is not perfect,The reasons for this are : the scientific and technological talent policy is lacking systematization The communication and coordination mechanism between policy entities are not smooth;The revision of scientific and technological talent policy is not timely,the supporting mechanism of science and technology talent policy is not perfect;It further proposed to optimize the policy structure of science and technology talents,improve the policy system,clarify the main body of science and technology talent policy,build a linkage mechanism,make up for the shortcomings of science and technology talent policy content,promote the improvement of quality and efficiency,improve the implementation mechanism of science and technology talent policy,strengthen the implementation efficiency,and other policy optimization suggestions.Through the optimization of scientific and technological talent policies,the implementation of the rural revitalization strategy of Hunan Province will be promoted.
