Research On The Effective Connection Of The Working Mechanism Of Poverty Alleviation And Rural Revitalization

During the "14th Five-Year Plan" period,it was emphasized that on the basis of realizing the first centenary goal,we should take advantage of the momentum to advance to the second centenary goal.The development of rural revitalization has become the key to achieving this goal.To rejuvenate the nation,the countryside must be revitalized.The Central Document No.1 clearly stated that to promote the effective connection between poverty alleviation and rural revitalization,after the completion of the poverty alleviation goal,a five-year transition period will be established from the date of poverty alleviation as a buffer period for consolidating the achievements of poverty alleviation and connecting rural revitalization and development.It is a major change in the focus of the "three rural" work,and will further advance towards the goal of comprehensively promoting rural revitalization and realizing the modernization of agriculture and rural areas.From different perspectives,research on the effective connection between the poverty alleviation team under the background of poverty alleviation and the working mechanism of the rural revitalization service team under the background of rural revitalization is helpful to promote the effective connection between poverty alleviation and rural revitalization.This paper mainly focuses on the work content mechanism,assessment and evaluation mechanism,accountability mechanism and personnel selection mechanism in the effective connection of the working mechanism of poverty alleviation and rural revitalization.Main interviewees,conduct in-depth interviews with them,find out the problems existing in the process of connection between the two work teams,analyze the causes of the problems,and put forward feasible suggestions based on the actual situation and related theories.to solve the problem.Through field research and interviews,it is found that there are the following problems in the effective connection between poverty alleviation and rural revitalization: first,in terms of the connection of work content and mechanism,there are inconsistencies in the connection of grass-roots party building work,lack of motivation for the development of connection work,and work implementation in the connection process.There are deviations in the requirements;second,in the connection of the assessment and evaluation mechanism,there is a lack of complementarity in the content and methods of the assessment,the overlap between the subject and the object is high,and the assessment results and application are not forward-looking;third,there is a connection process in the connection of the accountability mechanism.The scope of accountability in China is difficult to define,and the results are not transparent;fourth,the connection of personnel selection mechanisms has low accuracy,inconsistent standards,and lack of systems.The reasons for the above problems are also discussed in detail: namely,the imperfect coordination mechanism of grassroots organizations,insufficient endogenous power of rural population,unreasonable setting of assessment and evaluation mechanism,lack of scientific supervision and management system,irregular accountability mechanism,The warning effect is not strong,the reserve of rural talent cadres is insufficient,and there is a lack of talent policy guarantees.Based on the consideration of reality and the in-depth study of the theory,the following countermeasures are put forward to improve the effective connection between poverty alleviation and rural revitalization: first,optimize the effective connection of the work content mechanism;second,improve the effective connection of the assessment and evaluation mechanism;The effective connection of the accountability mechanism;the fourth is to strengthen the effective connection of the personnel selection mechanism.
