Research On The Countermeasures For The Effective Connection Between The Consolidation And Expansion Of Poverty Alleviation And Rural Revitalization In Xichang City

At a grand gathering held on February 25,2021,to mark China’s achievements in poverty alleviation and to honor its model fighters against poverty,General Secretary Xi solemnly declared: Victory in the battle against poverty is complete,and this is a historic moment for the PRC.We have lifted all the rural population out of poverty as defined by the existing standard,raised all impoverished counties out of poverty,completed the task of relocation and eliminated absolute and regional poverty on the whole,representing yet another miraculous achievement in humanity’s history of poverty reduction.The 14 th Five-Year Plan is the first five-year period on a new journey to fully build a modern socialist country.It is also the five-year period for consolidating the achievements in poverty alleviation and effectively bridging the transition to rural revitalization.In 2021 and 2022,the No.1 Central documents proposed to comprehensively promote rural revitalization and accelerate agricultural and rural modernization.How to effectively consolidate the achievements of poverty alleviation and rural revitalization,so that the rural revitalization strategy can be comprehensively promoted,is the focus of the current "agriculture,rural areas and farmers" work and the historical proposition that needs to be faced and solved.It is also a vital task for promoting the rural revitalization strategy to thoroughly study the current connection between the consolidation of poverty alleviation achievements and rural revitalization in poverty-stricken areas,analyze the existing problems,put forward effective countermeasures and suggestions for the problems in the connection between the two during the transitional period.In response to the general requirements of vigorously implementing the rural revitalization strategy,this paper takes Xichang city of Liangshan Prefecture as the research object under the background of comprehensively winning the battle against poverty,it studies the theoretical basis and current effective connection between poverty alleviation and rural revitalization in Xichang,then analyzes the basic conditions of the effective connection between the achievements.Based on the collected statistical data of Basic Social and Economic Situation of Villages and Towns in Sichuan Province,it processes the relevant index data of villages and towns in Xichang by entropy weight method,normalization processing and TOPSIS calculation method whilreferring to the "Evaluation index System of Rural Revitalization in Sichuan Province" constructed by Liu Jin.With the combination of quantitative analysis and qualitative analysis,it makes an empirical analysis on the current effective connection between the achievements of poverty alleviation and rural revitalization in Xichang City.It finds that the poor connection between poverty alleviation industry and industrial prosperity,the weakness of ecological livable environment,the neglect of rural basic education quality and rural culture in rural culture culture,the lack of leading role of grassroots party organizations,and the difficulty of ideological transformation.In view of this,it proposes to consolidate the connection between poverty alleviation industry and industrial prosperity,between green poverty reduction and ecological livable environment,between cultural poverty alleviation and rural culture,between effective governance and talents and organizations.Then it shall strengthen the allocation of factors for rural development,consolidate and expand the "Two Stable and Three Guarantees" and the title of prosperity,then provide a strong guarantee for consolidating and expanding the achievements in poverty alleviation and effectively linking with rural revitalization.
