Research On The Construction Of An Effective Linkage Mechanism Between Poverty Alleviation And Rural Revitalization

To succeed in rural revitalization,we must fight hard against poverty in rural areas.The No.1 Document of the CPC Central Committee in 2023 made a systematic deployment of the work concerning agriculture,rural areas and farmers,and clearly pointed out that we should make solving these problems a priority in the work of the whole Party and realize the modernization of agriculture and rural areas as soon as possible.At present,poverty alleviation and rural revitalization are in a special stage of strategic integration and convergence,and the two are increasingly supporting each other.On the one hand.In the new era,rural revitalization is seen as the "general focus" of agriculture and rural farmers’ work.It is a historical practice to achieve common prosperity and a higher level of common prosperity.It has consolidated the existing achievements in poverty alleviation and is an inevitable choice to achieve sustainable development in rural areas.On the other hand,poverty alleviation,as the primary task,has made up for the shortcomings of rural revitalization in many aspects by creating a sound institutional and material foundation,and has accumulated experience for it.Therefore,by effectively connecting the two strategies and actively building an effective connection mechanism between rural poverty alleviation and rural revitalization,not only can long-term poverty alleviation be achieved,but also can optimize the overall layout of rural revitalization strategy,so as to accelerate the priority development of agriculture and rural areas.This article is divided into five parts.The first chapter mainly expounds the purpose and significance of the topic selection,the research status and innovation of the connection between poverty alleviation and rural revitalization at home and abroad.The second chapter explains the concepts of poverty alleviation and rural revitalization.The research focuses on anti poverty theory of Marx and Engels,Lenin’s anti-poverty ideology,Mao Zedong’s theory on rural development,and the important discussions on "agriculture,rural areas,and farmers" in the theoretical system of socialism with Chinese characteristics,at the same time,this paper takes General Secretary Xi Jinping’s important discussion on the connection between poverty alleviation and rural revitalization as an important theoretical basis to analyze this problem,and systematically expounds the internal logical relationship between poverty alleviation and rural revitalization.The third chapter is based on the poverty alleviation and the relationship between the rural revitalization,summed up the promotion of poverty crucial and rural revitalization of the necessity and feasibility of the effective connection.At the same time,in the process of cohesion,its policy scope,strategic subjects,industrial development and cultural construction have also undergone certain changes,there is a strategic upgrade from poverty alleviation to revitalization.The fourth chapter explores the dilemma that the two strategies face in the process of effective connection,such as the disconnection of relevant connection system and mechanism,the risk of mass returning to poverty and causing poverty still exists,the difficulty in the development of rural industrial operation mechanism,and the lack of endogenous motivation of the masses.It also analyzes the causes of these difficulties from the aspects of the lack of overall planning for the cohesion mechanism of grassroots units,the unsound mechanism for consolidating the effect of poverty alleviation,the lack of momentum for the development of rural industries,and the weak awareness of farmers’ independent poverty alleviation.The fifth chapter puts forward the construction of an effective linkage mechanism between poverty alleviation and rural revitalization from four aspects:perfecting the organizational linkage mechanism,establishing and improving the long-term mechanism for consolidating and expanding the achievements of poverty alleviation,establishing the sustainable development mechanism of poverty alleviation industries,and establishing the endogenous driving force mechanism to stimulate poverty alleviation and prosperity.
