Theoretical And Practical Research On The Effective Connection Between Poverty Alleviation And Rural Revitalization In Ethnic Minority Areas

In December 2020,the CPC Central Committee and the State Council jointly issued the opinions of the CPC Central Committee and the State Council on realizing the effective connection between consolidating and expanding the achievements of poverty eradication and rural revitalization,which clearly proposed that after winning the battle of poverty eradication and building a well-off society in an all-round way,we should further consolidate and expand the achievements of poverty eradication by 2025,and continue to promote the development of poverty relief areas and the all-round revitalization of villages.Therefore,to realize the effective connection between poverty alleviation and rural revitalization is not only the key work during the 14th Five Year Plan period,but also a key task related to the realization of China’s vision goal in 2035,but also a key issue related to the realization of China’s"two centenary" goals.Based on the above realistic background,this study focuses on the effective connection between Poverty Alleviation and Rural Revitalization in ethnic minority areas,and answers the questions of "who will connect","what to connect" and "how to connect" in general.Specifically,the main contents of this study are as follows:first,it constructs the overall research framework of "connecting subject→connecting content→connecting tool",which provides a comprehensive framework for analyzing the practical problems of the effective connection between Poverty Alleviation and Rural Revitalization.Second,taking Ningxia as an example,this paper constructs the logical approach of "human development index→four major improvement actions→effective connection between Poverty Alleviation and Rural Revitalization→common prosperity",and then calculates the current situation of effective connection between Poverty Alleviation and Rural Revitalization in Ningxia.The third,based on the overall research framework of "connecting subject→connecting content→connecting tools",according to the general to specific ideas,Pengyang County in the mountainous area of Southern Ningxia is selected as the basic case,from the basic situation of connecting subject,connecting content and connecting tools in the effective connection between Poverty Alleviation and Rural Revitalization in Pengyang County,It illustrates the practical application of the theoretical framework constructed in this study.The fourth is to condense the multiple subjects such as Party organizations,government,market,society and farmers in the effective connection between Poverty Alleviation and rural revitalization,and further build a multi-subject collaborative governance framework for the effective connection between Poverty Alleviation and Rural Revitalization in ethnic minority areas.Fifth,based on the "20 character policy" of rural revitalization,it is necessary to realize the effective connection between industrial poverty alleviation and industrial prosperity,ecological poverty alleviation and ecological livability,cultural poverty alleviation and rural civilization,organizational poverty alleviation and governance,and basic security and affluence in the effective connection between Poverty Alleviation and Rural Revitalization,On the whole,it puts forward the ideas and paths to optimize the connection of the five dimensions.Sixth,from the theoretical level,it condenses the "connection tools" for the effective connection between Poverty Alleviation and Rural Revitalization,mainly including the planning and opinions at the macro level,the policies and systems at the meso level,and the mechanisms and means at the micro level.Then it analyzes the connotation and optimization ideas of each "connection tool" from the macro,meso and micro levels.Finally,on the basis of summarizing the basic research conclusions of this study,this paper puts forward policy optimization suggestions from the aspects of overall concept,convergence subject,convergence content and convergence tools,and then summarizes the areas to be further studied in this study.This study constructs a theoretical framework for the effective connection between Poverty Alleviation and rural revitalization,measures the overall level of the effective connection between Poverty Alleviation and Rural Revitalization in ethnic minority areas,condenses the logical path of the effective connection between Poverty Alleviation and Rural Revitalization in ethnic minority areas,and provides a practical template for promoting the effective connection between Poverty Alleviation and Rural Revitalization in ethnic minority areas,It has certain theoretical and practical value and innovation.
